Deputies: Woman ran to avoid arranged marriage

SKAGIT COUNTY, Wash. -- The woman feared kidnapped at gunpoint from a migrant labor camp had, in fact, left willingly with the man suspected of abducting her and her son, investigators said on Monday.

Elena Garcia told investigators she left with Sebastian Sanchez-Velasco on Sept. 13 in order to avoid an arranged marriage. Garcia, 22, said her father had promised her hand in marriage to a 27-year-old Mount Vernon man against her will.

Garcia said she took her 2-year-old son, Jose, and left with Sanchez-Velasco, 17, with the intention of living with him. She said Sanchez-Velasco did not use any weapons to coerce her, contrary to witnesses' claims.

On Sept. 19, Garcia, accompanied by a translator, walked into the Skagit County Sheriff's Office and informed investigators she and her son were both OK, prompting deputies to call off the search for Sanchez-Velasco.

Investigators interviewed Garcia's father, Francisco Garcia, who admitted he was angry with his daughter for running away with another man -- an act, he said, that has robbed him of all credibility in his community.

Francisco also admitted he had falsely informed investigators that Sanchez-Velasco was a dangerous man whose romantic interests his daughter had rebuffed.

The prosecutor has not yet decided whether to file charges against Francisco for providing false information to investigators.
