BREMERTON, Wash. - Officers arrested a 49-year-old Bremerton man Wednesday after he allegedly tried to pay a woman to provide a girl for sex, police said.

Detectives launched an investigation in June after the woman came forward and told police that the suspect wanted her to find a 10- to 14-year-old girl to have sex with.

The man, identified in court Thursday as Larry Wayne Rogers, said he was willing to pay $100 to the woman and also to the parent of the girl for the sex, police said. The woman engaged the man in further discussion about a fictitious 11-year-old girl and then contacted the police.

Detectives arranged for the woman to have further conversations with Rogers, several of which were monitored, said Bremerton Police Sgt. Kevin Crane.

Rogers allegedly described specific sex acts he wanted to engage in with the girl and also said that he could provide prescription medication to ease the girl’s pain and anxiety.

Crane said Rogers also wanted to set up a meeting where the parent or the woman would have sexual contact with the girl to assure him that the police were not involved.

Ultimately, the woman and the suspect arranged a meeting at a local convenience store where he could meet the girl and find out what kind of sexual activities she would engage in.

Police observed Rogers leaving his residence and took him into custody at the convenience store parking lot where the meeting was to take place.

During an interview with detectives, the man admitted to having the conversations with the witness about sex with a 10- to 14-year-old girl and that he did have prescription medication in his residence as he described to the woman, police said.

Rogers said he did not actually plan to go through with any sex acts this time, but did not know what he might do in a month, Crane said.

Police said the man also admitted to having a sexual interest in children since 1996 and has searched computer web sites specifically for child pornography. Detective obtained a search warrant for Rogers' home and seized a computer and hundreds of DVDs.

He was booked into the Kitsap County jail for investigation of criminal solicitation and conspiracy to commit first-degree child rape.

In a Thursday court hearing, Rogers' bail was lowered from $500,000 to $200,000, and prosecutors raised issues about his mental health.

Court records show Rogers and his wife were divorced in 2002. In divorce papers his ex-wife described Rogers as "mentally and physically handicapped."

About a year after the divorce, a protection order filed against Rogers by his ex-wife was dissolved, and he came back to live with her.

Neighbors said Rogers had kept to himself and had been seen in a wheelchair at times.

The judge scheduled an arraignment for July 6, when Rogers is due to be formally charged.
