SEATTLE -- Police say a boater rescued the pilot of a seaplane that flipped on landing near the Shilshole Bay Marina on Puget Sound.

The pilot, Roger Collins said an electrical failure forced him to land about 6:45 a.m.

"Left main stayed down, so that's what caused the flip," he said referring to the landing gear.

Police spokesman Mark Jamieson said the pilot had a bump on the head but refused medical treatment.

Mike Smith was watching from the shore as Collins' plane went down.

"It was a very smooth landing," he said. "There was no damage to the plane or real splash. But you could hear the propeller slapping the water as the nose tilted over when he stopped."
