State asks for Alaskan Way tunnel proposals
SEATTLE – The state Transportation Department has formally asked four contracting teams for proposals detailing how they would build a tunnel to replace the Alaskan Way viaduct along Seattle's waterfront.

The draft request, which will be followed up with a final request in May, gives the four teams their first opportunity to ready proposals and cost estimates to build the tunnel.

The state earlier identified four design-build teams that are qualified to submit proposals for the tunnel project - AWV Joint Venture, Seattle Tunnel Partners, Seattle Tunneling Group, and VTS Joint Venture.

Ron Paananen, Alaskan Way Viaduct program administrator, said issuing a draft request will allow the Transportation Department to work closely with potential contractors on the tunnel design and contract terms.

"This will help us to ensure the bids we receive from the contractors reflect the best possible approach for delivering this project," he said.

The teams' responses, due in the fall, will detail the contractors' plans for completing the proposed bored tunnel's design.

Each team will have a chance to explain their plans for a tunnel boring machine and building the tunnel, including the interior roadway, tunnel systems, operations buildings and portal connections.

The state DOT will announce the winning proposal in December. The contract's value is estimated at approximately $1 billion.

"Our bottom line will always be delivering the tunnel on time, within budget and with the highest level of quality and safety," said state Transportation Secretary Paula Hammond.
