OFF VASHON ISLAND - Police are investigating whether a body found in the Puget Sound Sunday is a homicide victim.

It was around 2:30 Sunday afternoon when divers out for a day of training noticed something in the water. The boat's captain saw what looked like a blue tarp and blonde hair.

Bandito Charters out of Tacoma says two divers on board their diving boat dropped into the water to check it out. What they found on the south end of Vashon Island, near the Tahlequah Ferry Dock was a decomposed body. It was so badly deteriorated, investigators couldn't tell the gender, age or race.

"The original report was that it had been in the water for some time," said Vashon Fire Chief Jim Wilson.

Witnesses say the body was tightly wrapped in some kind of material. But, the King County Sheriff's Office says the body was not wrapped but rather entangled in duct tape and was found floating in a patch of debris.

Investigators are hoping missing person's reports may help them identify the victim.

"It's always difficult when you are dealing with somebody in that situation there is always family and friends who need to be notified," says Wilson.

As of Monday evening, the King County Medical Examiner determined the victim is a female, but they still are not able to identify her or determine the cause and manner of her death.
