Olympia bans camping on city-owned property

OLYMPIA, Wash. -- Troubling surveillance images prompted the city to ban homeless camps on city property.
Olympia's City Hall, just 2 years old, is an inviting space. It has recently been serving as a homeless encampment at night.
Pictures from surveillance cameras show people lined up across the entrance to the building in sleeping bags.
"We may have had sex offenders. We may have had felons. We don't know, because we can't screen them," said Olympia City Manager Steve Hall.
On weekdays, a dozen or more people start staking out their territory before City Hall shut down for the night, according to Hall.
And photos document the trouble. One shows a person urinating. Another shows urine and feces left behind.
Hall says the issue came to a head when one of the camper's dogs attacked someone.
"One of our employees was attacked by a dog in the morning when she was coming to work," he said. "The dog lunges at her, pulls her, tries to pull her to the ground, rips her coat."
The Olympia City council decided to take action, and passed an ordinance banning camping on all city-owned property.
The new ordinance, which takes effect Feb. 8, bans people from camping out on city property; however, it does not stop them from taking up residence overnight on a city sidewalk. The latter will still be allowed, at least between midnight and 7 a.m.
The city is working with Family Support Center to renovate the old Smith Building into a shelter, which would provide 62 beds but not until next year.
In the meantime, the city says it is working with agencies that serve the homeless, trying to figure out ways to provide more shelter beds.

If they want to camp on city property put up a sign "Occupy Wall Street"
Its about time. Â I live in Olympia and no longer go downtown because of the aggressive panhandling by the homeless. Â
Why don't they stay at Bruce Harrell's million dollar mansion? I am sure he has the room and he is always pointing out these problems then telling taxpayers they need to take responsibilty for it. Time for him to actually practice what he preaches.
Yet they can stay just about any where else in this state. The Elitle Policitians stike again!

Bravo to the Olympia City council - Seattle, take note.  As for the "sex offender/felon comment - Steve Hall states "We may have had sex offenders.  We may have felons.  We don't know."  That's right - they DON"T KNOW!  That's a guess, nothing more. These folks may well be just bums - drug or alcohol abusers,  or even plain old "free spirits".  Here's a solution to the problem - DO NOTHING. The problem will solve itself - no food, no aid what so ever - the urban outdoor campers will BY NECESSITY find a new place where they can rely on others to do the heavy lifting for them.  Ever feed a stray cat?  Same thing occurs with the outdoor camper.Â
I would like to ban bans, starting now.

People need to get educated, sex offenders have a very low re-offense rate 1.8-2.5 percent. Â If 40 percent for drug users. Â But no, let's always interject SEX OFFENDER into the mix... why don't we just burn all people we do not like at the stake until there are no people left.
@Nannette Put down the crack pipe. Your statistics are bogus and your way of thinking is way off base. People choose to commit felonies. People choose to rape and molest children. They have zero sympathy from me.

@Nannette Sex offenders are the lowest of the low. Sex crimes are one of the worst types of crimes for the VICTIMS.

@UtterReality....OK, I would agree with your statement. I do NOT agree with anyone who adopts a combative and blanket defense of felons and offenders (by telling me I need to get educated). If a criminal bothered to educate themselves on the laws of society... maybe they would not have but themselves into the situation they are in and then blame others for it.Â
 @Just my say  @Komo Dragon Yes,the sex offender registry has been expanded since it's original focus through overzealous politicians.  Some of the people that land on the registry are no threat to society (like Komo Dragon pointed out).
 @Komo Dragon I know that, during the interview I ask them if they are felons and if so why. I have one guy working for me who was charge with rape. He is married to his victim now, but got the charge due to her getting pregnant at 15 and he was 18. When I hear sex offenders, I think of child rape

 @beetle73 You had all the articles saved up to use as ammo?  There are always exceptions to every rule and these kind of examples are always brought out... there are TENS OF THOUSANDS of sex offenders, that you never hear about, but the press likes to sell papers so they never miss opportunity to act like Nazi's against Jews or Christians against Witches.  Hate is such a terrible thing to exploit.  If you hate so much, I'm sorry for you.
