Convicted sex offender arrested in 2008 strangling case

REDMOND, Wash. -- King County prosecutors announced Friday they have made an arrest in the two-year-old murder case of a 24-year-old Redmond woman.

Emanuel Demelvin Fair, who also goes by Anthony P. Parker, is now charged with first degree murder for allegedly strangling Arpana Jinaga on Nov. 1, 2008.

Fair is a convicted sex offender and prosecutors asked that he be held on $5 million bail.

Jinaga's body was found in her apartment in the Valley View complex on Nov. 3 by a friend after Jinaga's father called asking for someone to check on her since he'd not heard from her in some time.

Detectives found Jinaga had been raped, beaten and strangled to death. She had apparently been killed a few hours after a Halloween party had ended at her apartment.

Prosecutors said Fair used chemicals to try to clean up after the murder, including toilet cleaner, bleach, and motor oil -- and even tried to burn some evidence.

The break in the case came when investigators found Fair's DNA in three different places, prosecutors said. Fair was already in jail for failing to register as a sex offender, so prosecutors said they took their time in doing a very lengthy investigation into Jinaga's death to make sure their case was as strong as it could be.
