SEATTLE - A 21-year-old man with a lengthy criminal history has been charged with hit-and-run and vehicular homicide in connection with a crash that killed a 92-year-old man outside a senior center on Monday.

Court papers filed Thursday accuse Jeffrey Lawrence Brouse of taking a 2004 SUV without permission after he had been drinking, then crashing into a car driven by Salvatore Covello, 92, just off Rainier Avenue South. The victim died of catastrophic injuries at the scene of the crash.

Brouse, who has a lengthy criminal record and a revoked driver's license, is being held in King County Jail on $100,000 bail.

According to charging papers filed by the King County Prosecutor's Office, Brouse, who lives out of state, was visiting his uncle in Seattle for a few days. On Monday afternoon, he took the uncle's GMC Envoy without permission and headed down Rainier Avenue South while under the influence.

Brouse was speeding, and the SUV was fishtailing as he drive recklessly through traffic, court papers say. Brouse attempted to turn right onto S. Holly Street, but was going so fast that he could not negotiate the turn, the charging documents say.

He slammed broadside into the driver's side of Covello's car on South Holly Street, which was waiting at the stop sign. The SUV was going so fast that it pushed Covello's car over the curb, across the sidewalk and against the building.

Brouse then fled the scene on foot, but he was seen by a witness. Police later caught up with Brouse at his uncle's home. He eventually admitted to taking the SUV and crashing into Covello's car, then leaving the scene.

"I was driving and had an accident. I was scared and ran," Brouse told officers, according to the charging papers. When officers told him he was under arrest, Brouse appeared unconcerned and said, "Lighten up."

Brouse is a convicted felon whose criminal history began when he was 12 years old. His court record includes convictions for burglary, theft, felony harassment, riot, malicious mischief, property destruction and custodial assault, court papers show. He has been arrested eight times since 2005. His driver's license was revoked in 2002.

He could face up to 5 1/2 years in prison if convicted of all the charges against him in Covello's death.
