FEDERAL WAY, Wash. -- For two months, a stray dog has suffered.

A chain has been digging into her neck. But no one, not even Animal Control, can catch her.

Since February, the dog has been living between a local office park and an apartment complex.

Nearly everyone in the area has been keeping an eye on her. Many have tried to approach her, but no one can seem to get close enough to catch her. They say the dog just can't seem to break down the barrier and take a chance on someone.

But time may be running out. The dog is hardly eating because of the collar and chain cutting into her heck.

Her fur is green and bloody under the collar, and the chain is twisted up and rusting. Neighbors say they don't want to see her die by starvation or by choking on her own collar.

They say they repeatedly call the King County Animal Control. This time they called the KOMO 4 Problem Solvers.

We found out a plan is in place to tranquilize the dog over the weekend when there are fewer people around. Agents believe it will be safer.

But neighbors don't think the dog will live even that long. They are upset with Animal Control.

Officers said they've already tried the safest approach -- trapping the dog. They moved a humane trap into position and the dog approached it right away, but backed off.

If she isn't trapped by the weekend, officers plan to tranquilize the dog and rush her to a veterinarian.

Animal Control officers say if they're going to catch the dog, people must stop feeding her; she needs to be hungry to take the bait in the trap. And if they tranquilize her, she needs an empty stomach for the drug to be effective.
