PULLMAN, Wash. (AP) - The Pullman City Council approved a new ordinance making fistfighting a civil infraction.

The measure that passed Tuesday night goes into effect next week.

Police Chief Ted Weatherly says it's the best way to crack down on student violence in the College Hill neighborhood near Washington State University.

Violators caught brawling will be fined $250.
