Operation 'Arctic Chill' busts major drug ring

SEATTLE - Federal law enforcement agents in Seattle say they have busted a drug trafficking ring that distributed methamphetamine and cocaine from Jalisco, Mexico, in Washington.

At a news conference Thursday officials said a 14-month investigation resulted in 35 search warrants in the past two weeks in which 31 people were arrested. They are accused of possession and conspiracy to distribute methamphetamine.

Operation Arctic Chill also seized 19 pounds of methamphetamine, a quarter-pound of cocaine, 22 vehicles, 23 guns and $60,000 cash.

The raids were conducted at Carnation, Federal Way, Lynnwood, Olympia, Puyallup, Roy, Tacoma, Vancouver and Yelm in Washington and in Oakdale, Calif. Twenty of the people arrested face federal charges.

According to court documents, investigators identified Martin Oseguera-Chavez, 50, of Roy as the leader of the Oseguera-Chavez Drug Trafficking Organization. He was responsible for purchasing meth and cocaine from sources in California and Mexico and distributing them in Washington.

The drug ring involved a vast network of contacts in the Puget Sound region and in California, officials said. Drugs were transported along the Interstate 5 corridor in vehicles equipped with hidden compartments.

Members of the drug ring sought to conceal their actions, speaking with each other in coded language to describe the drugs, calling crystal meth "clothes" or "blind man" and referring to poor quality drugs as "stretched" or "bruised."

"The success of this joint operation is measured by the fact that we successfully dismantled a criminal drug trafficking organization from the top down," said Leigh Winchell, special agent in charge of U.S. Immigration and Customs Enforcement's Office of Investigations.
