VANCOUVER, Wash. (AP) - Vancouver Mayor Royce Pollard has conceded the mayoral election to challenger Tim Leavitt in an emotional speech before a packed City Council chamber.

In his 10-minute address Friday, Pollard declined to say specifically what he'll do next but said he will remain involved in Vancouver. He said he has come to love the city and its people "more dearly than I could imagine."

With most of the votes from Tuesday's election counted, Leavitt has a 54 percent to 45 percent lead.
