Charge: Kent sex offender caught with pants down - again
KENT, Wash. -- A Kent sex offender previously convicted of sexually assaulting a sleeping woman is now accused of masturbating in a social services office.
King County prosecutors claim Michael D. Murray stared at a woman waiting in the lobby of a Kent Department of Social and Health Services office as he pleasured himself there on Nov. 6. He has been charged indecent exposure, a crime he's with which he's been convicted twice.
Murray, 53, has been convicted of more serious sex crimes on three occasions, most recently in early 2011 when he admitted to groping a sleeping woman at Seattle's Downtown Emergency Shelter. He was recently released from state prison and - before his arrest at least - was considered a high risk to offend again.
At noon the day of the incident, Kent Police officers were called to the DSHS office on West Meeker Street following a report of a man masturbating there.
Responding officers spoke with the alleged victim, who described the incident in detail and later identified Murray as her assailant, a Kent officer said in a statement to the court.
Speaking with police, the woman said she was seated in the lobby when she noticed Murray standing near a bathroom door. She glanced at him, the police officer told the court, and then snapped back when she saw he was fondling himself.
"He was looking right at me," the woman told police.
"I was very bothered by it," she continued. "And shocked!"
Murray fled the building and was arrested minutes later on foot nearby, the officer continued.
The officer noted Murray was suspected in a similar incident at a Kent bus stop but was not prosecuted because the witness could not be located.
Murray was convicted last year of indecent liberties in an August 2010 incident at the Seattle shelter.
A woman napping in the Emergency Shelter common room woke to find Murray's hand on her groin. She screamed, Murray was detained and later charged with indecent liberties; he subsequently pleaded guilty and was sentenced to two years in state prison.
Murray was released weeks ago from Monroe Correctional Complex after serving his full term. The Kent officer noted Murray was not eligible for early release because of his "continued sexual misconduct behaviors while incarcerated."
Murray was also twice convicted in Utah of lewdness involving a child. While the details of those convictions were not immediately available, the Utah statute suggests Murray either exposed himself to children or had sex in their view.
Charged with a single felony count of indecent exposure, Murray remains jailed on $25,000 bail. He has not yet entered a plea.

ewwwwwww, he has some serious mental issues. I hope they find a way to either help him with his problem or keep him locked up before he goes too far.

What does society do with folks like Ole' Mikey? Granted, he is a fruit cake and probably cannot hold down a job. I don't think a therapist can cure a perv from being a perv. Chances are, he will re-offend.
What do these guys do all day? I mean they obviously do not hold down decent jobs? Do they hang around bathrooms all day  waiting for women and children to glance their way? That is an awful lot of free time to spank the monkey and freak people out. What makes them think anyone really wants to see that spectical?? @missyk I suspect these folks receive some kind of disability. I carried a sex abuse caseload for CPS for 4 years and spent a year as a voulenteer chaplain for the Special Commentment Center and learned about these folks. First, they have no sense of morality about what they do.  It is rare if a sex abuser has impulse control. They are pathological liars. Finally, they are incurable. I asked one who went after 14 and 15 year old male victims why he didn't seek age appropriate same gender partners. He got realy angry and said, "I couldn't do that, That would make me a &&&&&&& faggot." Huh? I am a screaming liberal but the only solution for thes folks is to warehouse them for life. That's the only way to protect society. As a Christian, I'm against capitol punishment so I don't see that asa viable option.

Imagine that, he was released just weeks ago and re-offended already. How many times are they going to let this man go free to re-offend? Who has to get raped and/or killed before this guy is locked up for good????
stuff like this is posted to show taxpayers that there is an extreme need to provide these guys with a very expensive island community in which to live. see this Seattle News Washington posting about McNiel Island http:/seattletimes.com/html/localnews/2017308992_civilcomm23.html..offenders have rights to speedy and competent legal assistance and to have their cases heard by an unbiased judicial team. each case can be up to nearly a half million just in legal costs. just because they have multiple issues and repeatedly become unable to control their urges, since something must come over them that is just totally impossible to resist, no matter how hard they try to heed their high moral standards. they must be kept on an island because they are shunned and shamed for things that are not their fault. they can't help it because they have a disease, and we must always remember to put ourselves in check when we are not more compassionate, forgiving and understanding of their mental sicknesses. we must be very very careful of all of their civil rights, legal rights, give them lots and lots of therapy to help them deal with their minute by minute uncomfortable feelings they must have after they have been caught and confronted, since it is personal and no one's business what they do and we certainly have no right to publicly shame them, make them feel small, intimidated, afraid, humiliated, persecuted, invaded, helpless nor to harm their reputation in the community or elsewhere just because in our unfair callousness and disgust and total lack of understanding and concern and sense of general fairness and our own self-righteous uptight victorian ideas are different than theirs. geez everybody give these poor guys a break. and hey you people babies and children should try a little harder to understand that from where they are coming they just simply love love love children and a little love tap never hurt nobody and it sure hurts their sweet little heart when you break it by refusing the good lovin they are so entitled to. step aside boys and girls they only do it cos they love you and its not nice to turn them down if you love them back. and remember anybody that complains about any kind of sexual displays and gooey caresses of their sweaty hands or upper lip or brow, well they are so completely insulted that you reject them so coldly. its too bad that these slimy selfish inconsiderate cruel blasphemers of love and sexuality do not realize that a lot of us know that most of all you guys get off on upsetting us, twisting our memories, and stealing our serenity and that you really love the assault on our senses. its a passive-aggressive wimpy way of raping a person, a psychological attack, emotional invasion, an attempt to show us that you have the upper hand, you are bigger, more important and it is just silly for us to be uncomfortable about silly liitle things that keep getting bigger and bigger. i hope at least 5 of these kinda guys will read this, that might maybe be worth the 5 million a year our state spends on this island. it might be because it is the gift that keeps on giving and from such invasions one survivor being treated with respect instead could potentially affect the lives and future generations of all people that survivor will ever know. and it might be worth it if the offender can read this and remember how he felt when he was the victim. as a survivor of such treatment, i know that the predator will find all kinds of ways to inflict all the pain and love he wants to whether or not his equipment works, and in fact becomes highly angered and resentful against the victim if his little peepee won't work and can try to find all kinds of other ways to attempt to dominate and control the victim sometimes for several decades in secret underhanded long lasting ways. perhaps there is some kind of testerostone removal method similar to tying a woman's tubes. i thought also of how their attitude towards victims would change if they had a laundry system put in on the island that they can use to view, clean, wash, sanitize hospital clothing, towels, blankets, cloths, etc that were used to treat rescue, sew up, give autopsys on, victims of violence, especially children and babies. how turned on will they be after 5 million dirty bloody diapers? thanks for the soapbox.

Well, well, well...this doesn't surprise me at all. People better stand up and take notice to what is happening inside courtrooms across the area. I know it isn't just one county over the other, however take a look at cases of criminals with violent historys and they seem to get break after break.

King County and Pierce County CPS are notorious for returning children that have been abused back to home. Who is going to have the next marks of death and blood on their hands.

Recently, two young boys revealed to teachers and counselors that they are being abused by thier father. The Auburn Police were notified (closed fist punches and elbows in the mouths) that these two boys had marks. The Police responded and notified CPS. CPS removed the boys, socialworkers returned the boys to their Mother whom he told "You are being bullied and railroaded".

The next day CPS asked Mom and boys to come to the office they needed a safety plan put in place.

Upon arrival at the office the boys were ripped from the Mother and RETURNED to their abusive father. The social worker apoligized over and over again. He told her it was NOT his decision, but rather his supervisor's.

The Auburn Police have forwarded incidents to the King County Prosecuting Attorneys office on this father. Who now has told both boys "If you think either of you will play basketball now you are stupid" So the punishment for trying to tell adults you are being physically and emotionally abuse continues. Thanks CPS! What will happen to these boys? The same at the two Powell boys? How tragic.

@Magicalwoman: It can be mega frustrating to be a CPS Social Worker.  Social Workers know family issues and the extent of abuse betterthan anyone but others make the ultiment decision on the case. Only a sworn law enforcement has the legal authority to place a child in care. When a child is placed in care, the Social has 72 hours to file a Dependency Petion, file a court report, and have a shelter care hearing before a Superior Court Judge. The parents are represented by a court appointed attorney. The state is usually represented by a deputy prosecuto or an Assistant Attorney General. Occasionally, I had torepresent the state myself. The judge can return the child home and that will usually be the end of it. I never asked the cops to place a kid in care unless it was my intention to keep the kid in care. My decision could be over-ridden by my boss or someone further up my chain of command and occasionally was. I won't go into too many specifics but DSHS cannot release what really happened on a case because it is required to accept confidentiality. In the mid-eighties, a young child was returned home to his mother and his mother's boyfriend. He suffered a terrible death at the hands of the boyfriend. DSHS was pummeled by the media for releasing the child back toan abusive household. What DSHS couldn't say publically was that it also opposed returning the child home but he was a native American and, by state law, the final placement decision was the tribe's. Don't be too quick to blame CPS for problems because there is usually something going on behind the scenes that CPS can't talk about because of confidentiality.

If he was convicted last year of one crime and was released weeks ago then how did he do his full sentence of 2 years???  Do the math there people!!! Another sick perv that is a " high risk " just slipping thru the cracks and is out there just waiting for the right next victim to molest.  Some people get caught with weed and do 5, 10+ years... Seems the justice system needs to get its priorities straightened out!!!  This man is sick and needs to be put away in isolation
 @Tricia He was probably in custody while awaiting trial, and I am sure he received a benefit for "time served." If that is the case, then August 2012 would be two years. This is just a guess...
