Charge: Teen executed Seattle homeless man
SEATTLE -- A Renton teen accused of shooting four homeless people - executing one wounded man with a shot to the head - less than a year ago has been charged with murder.
Currently serving a year-long sentence in juvenile detention, Say Sulin Keodara, 18, has been charged as an adult in the slaying of Victor Parker who was shot to death Sept. 12.
King County prosecutors contend Keodara killed Parker, 54, and seriously wounded three other young people in the shooting, which police say resulted from a botched robbery.
Just before 3 a.m. the day of the shooting, Seattle police were called to the corner of Rainier Avenue South and South McClellan Street following a report of a shooting there.
Police arrived to find Parker dead of a gunshot to the head and three other homeless people wounded. One man had been shot twice in the chest, while a woman was shot in the thigh.
The survivors told police the four of them were sitting in a bus shelter there when a car stopped and someone inside asked if they wanted to buy cocaine, Detective Cloyd Steiger told the court.
The car left the scene, but its three occupants returned on foot moments later, Steiger continued.
One young man pulled a pistol and demanded that Parker and his associates hand over their money, according to charging documents. Keodara is alleged to have started shooting when one of the alleged victims bolted.
Parker was shot in the leg and on the ground when the shooter approached him and shot him in the forehead, Steiger told the court, recounting statements from witnesses.
Writing the court, Steiger said images of the purported gunman were recovered from surveillance footage taken at nearby businesses. Police subsequently came to believe Keodara was the shooter; the detective contends mobile phone data also places Keodara near the slaying site.
Keodara was jailed shortly after the shooting on unrelated burglary charges. Questioned by police, Keodara allegedly denied any role in the slaying.
Keodara has been charged with first-degree murder as well as first-degree assault. He remains confined pending his return to King County Jail.

First of all ! The report looks like hearsay and circumstantial! ummm police "came to believe " and he was not was positively identified ! and the newspaper said it was a drug deal gone bad! come on get it right reporters, REALLY who does rob homeless? apparently who ever did kill that guy it was for crack cocaine deal gone bad ! no one deserves to die over it but I think crack addict (just like other countries) should be exterminated! they are just as dangerous and bad in society !!...though there is no excuse for the person who killed him _just sayin_! further more The "Legal/Justice system" is CORRUPT!  There has been many that have been falsely accused due to "circumstantial" evidence! Hearsay!! where are the facts !!! The reason is because the courts and the attorneys are crooks the more they convict They get to cash in BONDS and everybody gets paid the prisons get FAT federal checks!!! and then go and invest in the stock market and make millions!!! That is why the Juvenille system is broken !!! There is no help fpr these children they get charged for a robbery, assualt, etc.... and they do nothing for years-because they see potential $$$$$$ these juvenille and correctional facilities get fat checks for every kid that gets locked up THEY WANT criminals . in this country criminals are good FOR BUSINESS!!!  UNTIL THEY BRING FACTS NO ONE SHOULD BE #1 ACCUSED , JUDGED, CONDEMNED!!!  and especially slanderous reporting this man or kid has already been hanged by the reporters not goving this oooohh he is a kid!! therefore he their is no fair trial in this state as a matter a fact it reached the san fransisco chronicles!!!  I AM SO SAD TO SEE I AM THE BLACK SHEEP YESSSS I AM DIFERRENT CUZ ALL OF YOU ARE THE SAME YOU GUYS GO WHERE THE WIND BLOWS!!! Knowing this, that the law is not made for a righteous man, but for the lawless and disobedient, for the ungodly and for sinners, for unholy and profane, for murderers of fathers and murderers of mothers, for manslayers...
Deuteronomy 19:18-21
18Â And the judges shall make diligent inquisition: and, behold, if the witness be a false witness, and hath testified falsely against his brother;
19Â Then shall ye do unto him, as he had thought to have done unto his brother: so shalt thou put the evil away from among you.
20Â And those which remain shall hear, and fear, and shall henceforth commit no more any such evil among you.
21Â And thine eye shall not pity; but life shall go for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
We NEED to change the sentence for murdering someone to read: You take a life, you lose yours. The murders will never end until we do this. And I don't mean 20 years on death row.
It would be so nice if our justice system would make the penalties for violent crimes so horrific that we never see a repeat offender. Â Half the time somebody is hurt, robbed, or killed it seems that a ex-con who never should have been released was the perpetrator. Â
@eichler34 First off, it is a LEGAL system, not a justice system. Not a whole lot of "justice" in it.
Â
Secondly, the thought that penalties for crimes is a deterrent if flawed. Yes, for the mostly law-abiding the deterrence of a hefty fine or possible incarceration does keep many from speeding, running red lights and other relatively minor infractions. But when it comes to crimes of violence deterrence rarely is an issue. Very few perps ever think of what might happen if they even get caught, let alone stand trial or are convicted. Most don't even know what the penalties would be for the crimes they commit.Â
Â
Third, far too often the penalty that is given the convicted has little relevance to the crime.
How about we stop welfare payments to the breeders of these demon spawn.
@Ned That is potentially the worst idea I've ever heard. Clearly you know nothing about low-income families or the juvenile justice system.
These are the kind of people we need to get off the streets forever!
I don't care what you do with them just as long as they can't walk the streets again.
@mstipton I care what is done with them. I don't want them warehoused on MY (and your) tax dollars for a period of time just to then be released so that they may again prey on society. There is no shortage of human life and there is little chance of humans dying out of existence in the foreseeable future. I say that those that cannot live within the boundaries of a civilized society have no right to live at all.
This place is becoming like Detroit. Kids killing people just to get jumped into a gang.Â
Considering he's 18, they better charge him as an adult. Death penalty should probably be on the table for this murdering psycho!
keodara is worthless. Â Fry 'em.
@comdown mulch him, slowly starting with the feet.
It used to be very RARE to hear stories about murdering psychopaths. Now, not only do we hear these stories every day, we hear these murdering bastards live in every neighborhood. What the heck happened?
@Saving Grace, the internet happened.
@gannonjf  @Saving That's part of it. The other part is that while the percentage of the population that are psychopathic killers may be the same, or even less today the vast increase in the number of people means a corresponding increase in psychopaths.
All involved should be pushed off the nearest and highest cliff, with no EMT to rescue their broken bodies. Or the Polar Sun Spire of Baffin Island in Canada would be nice too:

all three in the car should be charged with murder and attempted murder and all get life.
@32jim2 I disagree that they should all get life. They should all get a bullet between the eyes within hours of being found guilty of murder. Why do tax payers have to keep paying for animals that do nothing but burden society?
Rob the homeless? Really? Just how flippin' low can you go! This was so senseless and this thing that did it needs to face a firing squad of the surviving homeless victims. Unbelievable trash that targets homeless.
@IdaMah Not only low, it's down right dumb. Just how much cash do you suppose a homeless person has on them for petes sake??Â
Sounds like a clear death penalty case to me. Too bad someone hadn't been there that had a CWP and saved the tax payers a bundle.
This guy is a yellow bellied coward and a fool.

@ Seattle  Agreed! Why the heck are we going to waste OUR tax payers money? Send them all to a remote area & make sure these scums do not come back- ever!  Hey, Keodara! Have fun in prison...They love little scum bags like you....Try acting "hard & tough" and you will make lots of friends there....YOU DESERVE NOTHING BUT Agony for the rest of your P.O.S. life.....
