BELFAIR, Wash - A Mason County man alleged to have recorded the rape of an 8-year-old girl at an elementary school before posting the video on the Internet now faces federal child pornography charges.

Federal prosecutors contend Mason County resident David M. Navarro shot and shared videos showing a man – presumably himself – sexually assaulting a young girl at Belfair Elementary School. Navarro was serving as a vice president of the school's parent-teacher association at the time, according to online PTA records.

Navarro, 38, was arrested Friday and first appeared in U.S. District Court earlier this week. He has been charged with production of child pornography and two related offenses.

Navarro was arrested after investigators in Australia and Denmark analyzed several videos showing the rape of a young girl. Investigators later determined that one of the videos was made at the Kitsap Peninsula school.

Investigators found the iPhone video of the assault had been made in May. By June it was appearing on child pornography networks around the world.

Navarro was taken into custody four days after Danish authorities identified him and shared that information with U.S. authorities. That’s uncommonly fast for a child pornography investigation, which often stretches out for years before an arrest is made; court documents indicate investigators were concerned Navarro was still sexually assaulting the girl.

Writing the court, an FBI special agent noted messages sent from an email address thought to belong to Navarro were collected in a February 2012 child pornography investigation. Navarro sent one non-pornographic photo of a child that was collected by the FBI. It’s not clear from charging papers whether the target of that investigation was prosecuted.

Investigators also learned Navarro had been investigated by the San Diego Sheriff’s Office in 2009 following allegations that he’d exposed himself and sexually assaulted a child there. Charges were filed in the case but were dropped.

The FBI agent went on to allege Navarro’s email was tied to an online service where he appeared to have posted at least 14 photos of two girls, including the one he’s alleged to have abused at the Belfair school.

According to charging papers, investigators have since found other photos tying Navarro to the girl depicted in the video. Navarro is alleged to have created at least six videos showing the girl being sexually assaulted.

Searching Navarro’s home Friday, investigators seized dozens of electronic devices, including an iPhone 5 suspected to have been used to make the child pornography. According to an agent’s inventory, at least 10 computers were taken from the home; two pairs of boxer shorts belonging to Navarro were also seized.

A longtime San Diego resident, Navarro moved to Belfair during the past four years and has lived there since. He is currently jailed pending a detention hearing scheduled for Thursday before U.S. Magistrate Judge Karen Strombom at the federal courthouse in Tacoma.
