House OKs college aid for young illegal immigrants
SEATTLE (AP) — The Washington House of Representatives on Wednesday approved a measure making young illegal immigrants eligible for state college financial aid.
The measure's bipartisan 77-20 vote was highlighted by impassioned speeches by Republicans who broke ranks with their party to vote in favor of the bill.
"People will seek this nation out from all over the world. They want a life of opportunity," said Republican Rep. Charles Ross of Naches. "These kids, I want them to someday go to Cornell, to be a state lawmaker or more."
House lawmakers amended the bill on the floor to open college aid to all young illegal immigrants. The bill has undergone several changes since it was introduced earlier this year.
The bill's previous version made only young immigrants who had qualified for the Obama Administration's Deferred Action for Childhood Arrivals program eligible for the State Needs Grant. That federal program provides young immigrants who arrived in the United States as children a legal way to live in the country on renewable two-year stays, if they meet certain age and non-criminal history criteria.
The bill now moves to the Senate, where a similar bill did not get a hearing. But advocates are optimistic.
"I think that this is a perfect bipartisan issue for a bipartisan-led Senate. And I think the chances are pretty good," said Emily Murphy of OneAmerica, an immigrant advocacy group.
Republican Sen. Barbara Bailey, who chairs the higher education committee, said she would try to set a hearing for the bill.
"It is worth a discussion," Bailey said.
Opponents said the measure promises financial aid in a time when the state doesn't have enough money for all students in need. One lawmaker opposed the bill because of he said illegal immigrants don't follow the law.
"We're a nation and state of laws and because we are, we're governed by the rule of law, and as much of a humanitarian issue as this is, as much compassion that folks in my own caucus and my friends across the aisle have shown, it doesn't change the fact we have to address, the foundation of this conversation and that is the rule of law," said Republican Rep. Jason Overstreet of Blaine.
The measure, dubbed the "Washington Dream Act" to echo the federal efforts to provide legal status to young immigrants, is one of the main bills being lobbied by immigrant advocates this year.
Proponents have said the average number of college students in Washington each year who can't provide proof of legal residency is about 550. They estimate that number would grow by about 20 or 30 percent if the financial aid measure is approved. Using those numbers, they estimate costs in the next biennium to be between $3.3 million and $3.5 million.
Ten years ago, the Legislature voted to make students who entered the country illegally eligible for in-state tuition.
Republican Rep. Bruce Chandler of Granger said the bill "recognizes children that are my neighbors, children that we've shared a baseball diamond with, that we've gone to concerts and movie theaters together with. People that no matter where they come from, find themselves here and by voting for this, we are deciding whether they'll be able to fully participate in the life of our community or not."

I am all for allowing people the chance to better themselves, however, as a person who has gone through the legal process to get my wife here 'took three years and a lot of money' I am still insulted by these people who come here illegally and then get benefits on my dime! ... Its about the GOP seeing the handwriting on the wall and realize they will be forever in the minority in Congress and will never win another Presidential election by continuing this hostility toward Hispanics. When the fastest growing segment of American society thinks you hate them, the Republicans have a major problem and are trying to remain relevant.
I sympathize for those that want a better life here. But if I was one of those living here today that immigrated or work here legally and did so through proper channels I think they should get together and file a major trillion dollar class action lawsuit against the US and this and every other State that promotes illegal residence.
Then again in the end, this current "representative government" would just keep on doing what they are doing, and let the tax payers pick up the bill. Â
I have no problem with a child born to illegalâs in this country who has that birth properly documented,  because he/she is an American, under the current law(which needs to be changed immediately).
I do have a problem with 3.5 million more tax payer dollars going out to those that are not legally here. I have a problem with in state tuition rates for those that are not legally here. Many of us here that are middle class are having enough trouble trying to figure out how to pay for higher education for our kids as it is.
If the parents are not here legally, deporting the parents, or make apply to remain and make them pay all the back taxes that are due, or put them in jail.
If a law abiding citizen in the country does not pay or cheats on his/her taxes, they get fined big time, wages garnished, and sometimes go to jail.
Why not the same for those here illegally? This is a double standard if I ever saw one.
I don't like this one bit. I didn't qualify for any assistance or grants before attending UW. I had to take out 50k in student loans to go to college. It took me over 10 years to pay them off. This is just crazy nonsense.. Let's help the legals first...... Izzy

Now wait a minute, our state (aka the nanny state) wants to provide this benefit to, now let me get this straight, ILLEGAL immigrants? What? If you come to this country following the legal process, then by all means you should be able to get the benefits. But if you are here illegally, i.e. did not follow our ESTABLISHED laws to get here, then you deserve a free pass back to where you came from, nothing more.  I thought the US was a nation of laws, but when we establish practices making violation of the law ok, we have failed. We are failing now...we can barely educate our own citizens yet we allow illegals in our public schools and now we are handing out scholarships to them. Enough of the "touchy-feely" BS.

Since the state government has to come up with 4 billion dollars by 2014 just to meet their cost of mandatory K-12 education it seems to me that should be a priority before they put in place more programs they can't pay for. If this country survives in one piece until the next elections I hope the voters will fire a bunch of these politicians. When we can't take care of our own there is no good reason to keep encouraging more people to come to this country.
I thought Washington state was so broke we need more revenue from tax payers. This infuriates me, especially when our returning veterans, and our CITIZENS could use that benefit. Time for changes on the legislative roster!

Wait. Let me get this straight. My husband who has 12 years of dedicated service and still fighting for our country is facing budget cuts and his GI Bill is being taken away, I can't financially qualify for grants but can take out loans for tuition at an extremely high pay back rate, my pay as a state worker will not get increased, but will keep getting reduced, we have single parent AMERICAN homes who need assistance for education to help their families, but we are taking all this away and causing more of a burden on LEGAL AMERICAN BORN families who fight for their country every day for ILLEGAL IMMIGRANTS? *sigh* I just don't understand what all is going on. Why are we being punished?
In cased you missed it, Republicans are in real danger of never winning another Presidential election in their lives due to their history of hostility and mean spiritedness towards people of color. This is one small step in the right direction, but they have a long way to go if they every hope to improve upon winning only 19% of the Latino vote.
