How federal budget cuts could affect Washington state

WASHINGTON (AP) - The White House and Republicans kept up the unrelenting mudslinging Sunday over who's to blame for roundly condemned budget cuts set to take effect at week's end, with the administration detailing the potential fallout in each state and governors worrying about the mess.
The White House compiled the potential impact numbers from federal agencies and its own budget office. The numbers reflect the impact of the cuts this year. Unless Congress acts by Friday, $85 billion in cuts are set to take effect from March to September.
As to whether states could move money around to cover shortfalls, the White House said that depends on state budget structures and the specific programs. The White House did not have a list of which states or programs might have flexibility.
Some examples of programs that could be cut in Washington state:

Environment:
Military:
Police:
Employment:
Child Care:

Domestic Violence:

Some examples of programs that could be cut in Washington state:
Education:
- $11.6 million for primary and secondary education, putting 160 teacher and aide jobs at risk. In addition about 50 fewer schools would receive funding.
- $11.3 million for education of children with disabilities, jeopardizing the jobs of 140 teachers, aides and staff.
- Around 440 fewer low-income students in Washington would receive aid to help them finance the costs of college.
- About 1,000 children would be cut from Head Start and Early Head Start services.
Environment:
- $3.3 million to help ensure clean water and air, and prevent pollution from pesticides and hazardous waste.
- In addition, Washington could lose $924,000 in grants for fish and wildlife protection.
Military:
- Furloughs for 29,000 civilian Department of Defense workers would reduce gross pay by $173.4 million.
- Army base operation funding would be cut $124 million.
Police:
- About $271,000 in grants that support law enforcement, courts, crime prevention and education, corrections and community corrections, drug treatment and enforcement, and crime victim and witness initiatives.
Employment:
- $661,000 for job search assistance, referral and placement.
Child Care:
- Up to 800 disadvantaged and poor children could lose access to child care.
Vaccines:
- 2,850 children fewer children will receive vaccines.
Domestic Violence:
- $143,000 for providing services to victims of domestic violence.
Seniors:
- $1 million for providing meals to seniors.
Public Health:
- $1.7 million in grants to prevent and treat substance abuse.
- $642,000 to help respond to public health threats including infectious diseases, natural disasters, and biological, chemical, nuclear or radiological events.
In my opinion if the government would stop supporting other counties, we would have enough money to support our own country without having to cut our under privlaged families or millitary, and our schools and vital services!!!!!!!!!!!
Yeah this would be such a tragedy. It's not like in the last 10 years we've increased spending by trillions or anything and then complain about a few billion being cut. Wait...
WHY IS THE FEDERAL GOV INVOLVED IN ISSUES THAT ARE THE RESPONSIBILITY OF THE STATE OR INDIVIDUAL?? If the US could mind it's own business overseas we would not need such a large "defense" budget. In reality there is no Department of Defense, it is a Department of WAR.
This parent is tired of providing the purse for you to steal money from my children and my children's children...because you live in a dream world! .... I overpay my taxes to get a refund each year but darn it you guys in Olympia and DC just refuse to accept reality... and that is this country is broke and if people want all these stupid entitlements everyone is going to have to pay more - not just the weathy as the statistics are out there that shows their are not enough WEALTHY people to cover how much DC wastes anyway! Eliminate those entitlement programs unless you can FULLY FUND THEM (Which you CAN'T!!) ... I don't plan on social security being there when I am old and gray ... if I live that long so it is better you get rid of ALL these entitlements until you have a plan to fully fund them without depending on 'future collections' .... SHOW ME THE Money pile you think we have because all I see is a YEARLY Deficit 'meaning what we don't have and you refuse to be responsible and cut this stupid excess spending 'DoD'  Ugh!... you people running this country make me SICK because you cannot fracking ADD and think the people are there to cover your back side from your stupidity!
Whatever it takes to help get military spending down. Sorry to see poor people take it in the shorts again but the military had got to be cut. This will be a good start but they need to cut the military by 10% for the next 4 years.Â
@Blindman We spend way too much on defense!... Seriously let the world police themselves or pay for us to be there... am I right to assume more than half of our GDP goes to DEFENSE... seriously who the heck we at war with? ... the USA needs to contract back in and take care of itself as the current levels of spending are unsustainable ..especially if CHINA stops buying up our debt and the FED keeps devaluing our currency by just printing more money... sheesh... what a fiscal train wreck!
@Freespeech @Blindman Our congress and the president are violating the constitution. Our constitution guarantees us a "Defensive`" military force. We have an "Offensive" force instead. Cut the military budget by a total of 50% over the next 4 years and increase VA medical coverage by 10%. Get our soldiers back into our society in reasonable health.
Oh I wouldn't worry about it. They'll just stick it to us to even the budget as they usually do.
@Zoso Gee, I bet closing loopholes for wealthy corporations and fat cats is looking a lot better right now to you than having to make up the difference...
@lakeview @Zoso problem being, of course, if you close all the "loopholes," a lot of companies go out of business, others will leave the country, and it STILL won't close the budget shortfall, perhaps because there IS NO budget.
Ah yes... More fear mongering spewed by the MSM with the intention of raising yet more taxes.
Obie said he wouldn't raise taxes on those that made less than 200K a year. I make far less than that, and my take home pay is a hundred bucks a month less this year. In all fairness, he didn't raise taxes. He just let the cuts expire. The outcome is the same on my bank account. Those that don't work for a living saw no decrease in their pay. Weird...
Come to think of it, I get NOTHING from the fed. All they do is take from me and give to someone else that they deem is more worthy of my hard work than my family is.
just don't cut obama's Ophone program. everyone deserves a cell phone. the only reason our founding fathers left that out of the constitution was that they simply didn't know that cell phones would be invented, or just how useful they'd become for drug dealing.
@dorimonsonfan Jeez, cant catch a break with the all knowing Komo crowd... I'm guessing your point wasnt so much which president but the fact that we are funding the luxury of everyone having a phone
@dorimonsonfan  That cell phone program to give phones to poor people actually started in 2008 under President Bush. It's sad that ignorant people like you keep spreading lies making other people ignorant as well. Â
http://www.freegovernmentcellphones.net/faq/obama-phone
According to this link, it started under Clintons watch. But that's not the point.
Why should taxpayers be forced to provide luxuries for the 'poor'?
How about not one of those clowns in either the excutive branch or congress gets paid until this is resolved.
@Dhnr Like they care. Their salaries are nothing. They make most of their money off of insider trading.
Why no stories on how the ongoing massive debt and budget deficits will absolutely destroy ALL states, and our children's futures? That is a MUCH bigger story. Why the stress of relatively minor near-term problems? Sort of like hyping the miss-matched orchestra uniforms on the Titanic's band.
And remember - WA voters helped elect the guy at the top. Again. And the "sequester" was Obama's idea, as well as the increased taxes and spending.
Legalizing marijuana would save the US government $15 billion per year. Â Obama could find $85 billion of waste in the US government budget in the White House couch cushions if he wanted to. Â Unfortunately, he does not. Â
This is like a store manager arguing with an employee on why knocking down the price of a product from $20 to $16 is a bad idea, considering I'm only going to pay $10 for it anyways
This is PROOF the federal government has way overstepped it's constitutional purpose. If the feds stopped the extent of it's taxation so they can have their fingers in everything the states do, the states would be free to raise revenue to do what is needed in that state. Programs work so much better when they are run locally.Â
Just think about it, if states took care of themselves the US congress could meet for a few months each year then go home. Because they have their fingers in everything we are close to 17 TRILLION IN DEBT AND go from crisis to crisis. Isn't it time to stop this madness?
I just had a conversation with my kids about this this morning. They even understand that if you have $3, you can't buy a $5 item.Â
It is called overspending DC... ever hear of it! ... us common folks do not / cannot spend billions more than we make you are no different... WAKE UP - and retake Addition and Subtraction over again since most of your elite school apparently skipped that part since you have mommy and daddy to bail you guys out!
The USA has expenses: $3.54 trillion.Â
DC takes in from the taxpayers $2.54 trillion.  Â
7.2% of this or $216 billion is interest being paid to outsiders on the debt/deficit. We have to pay down the deficit. If interest rates go up, we will be in big trouble much more than the sequester.Â
We clearly have a spending problem. Â
@ObsidianOne Not IF the interest rate goes up, but WHEN. If interest rates just return to their long-term average (around 5% overall), it'll be an additional HALF-TRILLION dollars in interest payments. THAT will put a dent in your plans, Mr and Mrs Congress-critter.
Key word here is"could". Nothing that can't be changed later. Scared much?
So the Sequester calls for $1.2 Trillion in cuts over 10 years. We keep hearing the doom and gloom and the need for a balanced approach. Does the White House think the people have short term memories? They got $620 BILLION over the same period in tax increases effective January 1st. So what is Obama's definition of BALANCED APPROACH?
Iâm looking at these numbers thinkingâ¦the Fedâs are way too deep in our business. Letâs keep this money HERE instead of sending it to the Wasters in DC and we can decide how itâs best spent. They just skim (a bunch) of the top of our tax money anyway to pay for overhead and wasting it elsewhere. And let's take care of ourselves first before we start giving billions in F-16's and tanks to a government who doesn't like us; to two goverments who don't give a rats a** about the tens of thousands of lives lost or forever ruinded by wasted war; and to the F'in French who will not return Michael Maestro and wifie poo for trial. Really?
Boo hoo cry me a river - we need to stop spending. Whether we like it or not we have created such a monster of government that the states and general population can't fathom how to function with all of the handouts. If these puny cutbacks bring the country to its knees then I think the US has become even more pathetic than I already think it is. And oh yeah, we spend more money deciding how we are going to cut money then the money we actually cut.Â
These "cuts" are hilarious. They are essentially meaningless. They are't even "cuts!" They are just less automatic growth than there would be otherwise. These "local effects" are a bogus lie that the Obama administration is manufacturing. No one should lose their job since what the sequester is is less increase in spending than there was going to be, that means everything we're paying for now should stay in place, so if anyone loses their job it means Obama is taking it away as a political ploy and not really because there wasn't money for it.
The sky is falling, the sky is falling...... What horse manure.  Stand up and take credit Mr. President this is your baby. If a 2% cut in spending is going to bring us to our knees we are in deep trouble.
Did I miss where it said the Senators and Representatives were taking an across the board cut in compensation? I think a 10% cut for salary, health care, staff, and all their other benefits would be the least they could do!
@Mamuk Accolades and Ditto a thousand times! Add to that, no mention of cutting back on foreign aide. Hey, Congress, Americans first!
This is 1) Complete BS, fabricated nonsense, and 2) no longer any big deal.Â
Thing is, we're bound to collapse sooner or later. Nothing Human Beings can do will prevent that, and I for one believe it is Obama/Progressive strategy to do exactly that, collapse this country in order to push in what they want. You can't undo everything that built this Country without completely collapsing it's financial and social base. Obama hates America, that much is obvious, but it's both Republicans and Democrats that have done this, and the serious slide to tyranny began with Bush Jr. However, other than new legislation like NDAA, Patriot Act, the "new Gun Laws" and making it a Felony to protest (taking away Free Speech) anywhere near a Politician in DC, where such things would actually matter.... With the exception of that within the last 13 years or so, the groundwork was laid a long time ago starting with the Federal Reserve.Â
None of this means anything anymore, it's just more hoopla fed to the American Public through Media/News and is nothing more than Government Propaganda.Â
I don't believe any of those statistics.  This is a 2% across the board cut.  We are still spending 13b more this year than last year. These so called cuts are a fabrication and not the real deal.
Oh, I see. It's all the Republicans fault!! Yes, let's blame it all on Republicans! Great job, liberal media! You found who is really to blame! How about looking at Wall Street? They're setting us up for another great year. How about looking at the current administration, who thinks they can just make mandates when they don't get their way? My battle cry, "UNSEAT ALL INCUMBENTS!"Â Partisanship is to blame, not just one party or the other.
Well as usual the doom and gloom hype continues so the politicians can all get their faces on the national television interviews which promotes their name in popularity. As they always do they will come up with an 11th hour band-aid fix for a broken leg. Why? It isn't because they care about you and I. It's because they only care about political victory and popularity. It strokes their egos.
The $85B "sequester" is a 2% decrease in the proposed 10% spending increase by the Gubmint. That's a total of 8% in increased spending. How is this a cut, folks?
$85 billion.  the DEFICIT pre annum is over 1 TRILLION. 85,000,000,000 cut vs the 1,000,000,000,000 being spent with money conjured up out of thin air each year. Good start but its only 8% or less of the cuts that must take place to bring .gov spending in line with the economy's ability to fund it (at current taxation levels) There is a LONG LONG way to go, and a lot of pain will be taken during the adjustment. If we do it, however, a lot of the welfare spending that folk wail about cutting will not be needed since the runaway inflation we (enabled via unelected private banker Ben Bernanke) are running will not steal people's stored wealth. Healthcare, education, food, etc will all have true price stability, and you can predict and properly save for your future needs.
I don't see any cuts to financial and healthcare assistance programs for illegals. Did I miss something? Please tell me that we aren't cutting education to US citizens while we send illegals to college.
You should look at Floridas cuts... Yes cut the hell out of defense and leave the children and education alone.
Keep cutting! That's just a start!
@James127 How about we cut you off from using the roads to get to work tomorrow and then keep your income tax return and then raise your taxes and you get nothing.
@nwlib @James127 UH, lets see. Most of our roads are so crappy now I need to replace my shocks every couple years. The government is already inventing new ways to keep your tax money, and they ARE raising taxes, and in a few years we wont have anything. Heck there are folks out of work for the last few years that really don't have anything now. I'm not sure I see your point. . .
@nwlib @James127 "...and you get nothing".  Don't you libbies want people to "pay their fair share"?  SMH.  And quit bringing up 'roads' when it comes to taxes. We give billions and billions in foreign aid to countries that hate us and fund illegal aliens' education and healthcare. And you bring up "roads"?  LOL
Who cares. Â 85 Billion will run the government for less than one day. Â
1. Cutting military spending? GOOD! The military industrial complex needs to be reduced heavily.....
2. 440 fewer low-income students in Washington would receive aid to help them finance the costs of college? GOOD! They can apply for a loan like every other low or high income student has had to do for decades..
3. Cutting education? Who cares! No matter how much money you put into it, thats always going to be a black hole. Parents need to step up and start forcing their kids to take education serious. Thats not the tax payers job, nor is this daycare folks. GROW UP>>>>.
4. Reducing child care? GOOD! I'm done with welfare.....
5. Losing grants to reduce substance abuse? Really? Washington just voted to actually increase substance abuse. Legalizing pot hello? Â
I can take every single item on the list and cut it down to a GOOD! Get rid of it Stance!
@snow surfer You didn't say anything about the $1 million dollar cut to programs that help feed senior citizens. I guess they don't need to eat. They have lived long enough.
@taxpro @snow surfer There are ZERO cuts to entitlement programs in the sequester, stop believing the fear mongering.
@mmstrouble @taxpro @snow surfer and there lies the exact problem. Entitlements. Everybody today feels Entitled. Your entitled to NOTHING when it comes to my tax dollars. In my day as a kid we were happy to be given opportunities. Two completely different things. BTW< its not fear mongering. Try reading the news, or better yet, try talking to people that ARE losing their so called entitlements....
@taxpro@snow surfer @taxpro @snow surfer So lets see. The government essentially destroys the economy, steals our pensions, puts older retired folks under the bus, then in turn gives them food scraps as though they are doing them a favor. Â
What I'm suggesting is that instead of stuffing good money into bad, why not just fix the initial problem to begin with and be done with worthless programs. To do anything else is to simply continue the concept of endless welfare which accomplishes nothing for anybody in the end. Â
