WINCHESTER, Ore. -- A Winchester family was outraged to find that their neighbor had killed their two cats, but the man who did it told KPIC News he not only believes the killings were humane, but also justified.
Kevven Tymn raises rabbits.
He sells some, gives others away, and eats a few. But Tymn says he wasn't the only one eating the bunnies.
He says that cats were attacking his rabbits.
Kevven says he tried everything to keep his animals safe, said he spoke with neighbors who owned cats, and even built an enclosed shelter. "We built this big one. It's eight foot wide, 40 feet long, to protect the babies," he said. "We've got almost a thousand bucks invested in protecting the animals."
But he says that wasn't good enough, telling KPIC News that more than 30 baby bunnies were killed.
One night he says he caught a cat in the act of attacking his bunnies. "Here's one of them doing it. I caught it, I've got scratches on my arms and wrists from it, catching the cat. So, I did away with it," said Tymn. He says he caught another cat later that night, and killed it as well.
What had some in the neighborhood outraged, was his method.
Kevven chose to drown the cats because he says that's the most humane thing he could do. "You can't shoot a firearm in city limits, and it's illegal to have chemicals that you can poison with, so that is illegal. And what's the difference? Poison the cat like the state does, the cat suffers until it dies. You shoot the cat: if you don't shoot it just right it sits there and squirms around and suffers until it dies," he said.
"You put it in a 55 gallon drum of water, it takes two gulps of water, it's dead," said Tymn. "There's no suffer there. So, I figured that's the most humane way of getting rid of the animal."
He adds that he feels bad that the Eifert family has lost their pets, but he says he'd had enough. "My household or your household: my household comes first."
Tymn says he has been harassed ever since by angry neighbors, who made signs, wrote in chalk on the street in front of his house, and even alleges he was assaulted in his backyard.
The Douglas County Sheriff's Office is handling the investigation.
When Deputies are done with their report, they'll turn the investigation over to the District Attorney's office, where officials will decide whether or not Tymn was justified in killing the cats.
I live nextdoor to Kevven Tymn. I have never had any contact with Carol until We found her cats dead and thrown in my backyard. My kids always played with her cats and we all loved them. We are not allowed to have pets so we borrowed their cats. They were great. Yager played fetch and caught rocks between his paws. My 1 and a half y/o could do anything to that cat and yager would never hurt him. We played outside with that a lot and he never once went towards the Tymns residence. I have never even seen a cat in his yard come to think of it. Kevven did not start building those pens until the first cat had already dissappeared. All it is is chicken wire and some metal fence posts. He told the sherrifs that came here that he had caught the cats in live traps and then drowned them.He also told the sherrifs that he never once told Carol or her family about the cats possibly killing his rabbits.The man is just mean period. Even before this i could barely even look at the rabbits and he would already be giving us dirty looks. Him and his wife both. He does eat them and his kid tortures them. he leaves the bodies laying in his backyard so if my kids do want to play back there they have to smell that horrid smell and see bodies of hanging little bunnies with bottles stuffes in their bodies with decapitatedheads underneath that just the day before were so cute ALIVE. The only reason hes not in jail is because the sherrifs were not sure about the laws with cats and livestock and if they can even say his rabbits are livestock because he has no permits. But anyways, Carol would have paid the man for his losses if she had known before he murdered her babies. That man has no remorse and even asked them if they wanted him to nail one of their signs to his tree in his yard. He thinks animal cruelty is a big joke.

Take another look at the video. There appears to be a gap under the fence on the grassy side...He didn't secure the rabbits properly. Anything could crawl under that attack them, not just cats...
Or a baby bunny could have crawled under the fence to the outside...
Feel bad for the cats and the owners.. Gotta say that the guy cannot build a rabbit pen to save his life.. what did he use.. $1000 worth of straws?
Yeah I agree with what the guy did. Now if he'd just stop moving around so much I could settle the sight...
the guy could have gotten a cage from the humane society and put the cats in it and taken it to them instead of killing them. without cats wondering around eating mice and rats we would be over run with rodents. i'd rather a cat use my garden then a rat or mice use my home for theirs.
I am Kevven Tymns neighbor. The one you see on the balcony in his news story. I just want to say that he told the sherrifs that came that he caught them in a live trap and then killed thwm. Also that he never told carol anything about their cats eating his rabbits. We all loved Yager and Henna dearly.

@32jim2 There are native predators that eat mice and rats and if not run out of the area by competition with cats will keep the population of rodents in check.  Since natural predators only survive in numbers that can be sustained by the number of prey animals everything stays in balance. Rodent population goes up - predator population goes up.  Rodent population goes down - predator population goes down. Cats upset the balance because they are fed by people which keep their numbers higher than would be sustained in the natural world. The large numbers of cats that live in most neighborhoods decimate the native bird and small mammal population. If you want a rodent free home get a cat and keep it inside.  I wish there were laws to force people who have cats to keep them indoors and then people who don't want them wouldn't have them coming into their yard.
I'm interested to know if there is an ordinance against raising a lot of rabbits in this town. Maybe he didn't report the cats to animal control because he could also have been in trouble for breeding and selling the rabbits? I feel that if he had really wanted to protect his rabbits to the fullest extent, then he would have built some nice rabbit hutches and made sure they were secured in them at night.

Cats always have free reign to run neighborhoods pooping in flower beds and eating rabbits. A dog gets thrown in the poky and we pay the man to get them out of jail. It is a double standard that needs to go away or maybe open season on the vermin?
It's the same for cats here. they are to be taken to the animal control, call the owner, then owner pays a fine
What is sad is the cats did nothing wrong. The humans did.
Guess what, I have a house and my cats can't get out of it if all the doors are closed...they're smart, but they don't have thumbs. How then, $1,000 later, were cats still able to get into your enclosure? I look at it this way; what's a more common sight...homeowners with a few freely wandering cats or a guy trying to run his own bunny city in a residential backyard? Breeding bunnies is unusual and therefore, he should have expected to take extra-precaution to make a typically farm/rural activity, work in a suburban development.Â
 @windtreeman While I totally agree with your opinion, I do have to share this... I had a cat that could open doors, it was really freaky; we had to get those childproof grip and twist door knob covers to stop her.
The story sounds fishy. I you listen to the interview with the cat owner, it doesn't appear that they recieved any warning from the rabbit guy that he was going to execute their cat. Also, I find it hard to believe that the cat was able to get into a chain link enclosure to kill the rabbits. I don't think that rabbit guy is giving us the real scoop.
Those were some pretty determined cats to be able to get into that enclosure...looks like the bunny owner did all he could to prevent the cats from getting in.....I'm guessing if he would have turned the cats over to animal control that they would have been returned to the owners and this would have continued....sad to see the kitties go like that but what else could he do?
He could have told Carol. We all loved Yager.
He had another, far more humane option. He could have driven a few towns away and turned the cats into a shelter. I say a few towns away because if we wanted the cats "gone" the owners may not think to call somewhere 25 or 30 miles away. Could have just said he trapped the cats on his property, no idea who they belong too. The worst part of all is the cats, which apparently if they were roaming around killing bunnies weren't exactly getting oodles of love and attention to begin with, might have gone to even better homes.

I think the whole story stinks. I can empathize with his position, I can empathize (barely) with cat owners who aren't breaking any laws by letting their cats roam around, but no good came from this and drowning is not humane.
Those cats were loved far more than you think. They got tons of attention. I don't know the family, but I have seen their Facebook page calling for justice. This man's story has changed way too many times. In that area of Oregon, there is wild animals out and about every where. His own children have stated that it's not the first time he's killed a cat for the heck of it. He's a very suspicious person. I wonder what would happen if we put him in a 55 gallon drum full of water. If he cares that much about his bunnies, he'd protect them better - from himself and his kids. The kids shoot bb's at the bunnies and he slaughters them. The livestock law in Oregon doesn't cover this issue and he needs to be charged with animal cruelty.

I don't condone the drowning, but people who have cats just don't get it. You and your cat's rights end at your property line.  If you love your cats, keep them indoors or within a conflined cat-proof outdoor play area where they are safe and you can enjoy them without inflicting them and their behavior on your neighbors.  People should not have to put up with cats in their yard, digging, spraying, leaving behind their messes and killing birds and small animals. Indoor cats live longer, healthier lives.Â
@Chickadee Actually indoor cats don't live longer, healthier lives. When I brooched the topic with my vet he said that strictly indoor cats have a higher rate of psychosis than cats that are allowed to roam, explore, hunt, ect. It is in a cat's nature to behave in that manner.

My cat is an indoor/outdoor cat. I live out in the country and he goes in and out as he pleases. He dug up one of my flower beds and brings home dead presents for us, but I'm ok with that. He's just being a cat. I know my neighbors and they love when he comes and visits them. If any of them had complained about him, I would have kept him inside no matter how much I feel that it is wrong to keep a cat cooped up indoors. Fact is if he's bothering them, its my responsibility to make sure it stops.Those cat owners didn't.

@Tattooed_Angel A cat that has lived his/her whole life indoors doesn't know that he/she is missing anything by not going outside. Cats are color blind, too so they don't miss seeing in color because it wasn't ever something they could do. If a cat is kept indoors from the start, they don't know any different.  They can be totally happy indoors with stimulating toys and attention.  It makes me so sad when I frequently see "fluffy is missing - we're heartbroken" signs in the neighborhood.  Usually fluffy is never found - cars, coyotes, dogs, owls, hawks, raccoons and people who don't like cats all take their toll. If people really loved their cats they would keep them inside.
 @Tattooed_Angel It might be time to find a new vet. Indoor cats generally live much longer than outdoor cats (MY vet said so, and a simple Google search confirms it), and unless they are being abused, they seem pretty happy and a bit more loving than outdoor cats. My indoor cat lived to be nearly 18 and never wanted to go outside. I have many friends with indoor cats who have lived at least that long. The outdoor cats in my neighborhood keep disappearing, which is no surprise give that we have eagles, coyotes, and a cougar or two in the area. I don't doubt that their lives were good, but I'm guessing that they ended quickly.

@here_I_go_again Ok. I retract PART of my previous statement. I indeed agree with you that indoor cats most likely live LONGER but not necessarily happier and healthier. Cats (by nature) are roamers, hunters, adventurists. Being locked up inside with no where to go has got to suck for a cat. I mean, come on, how would you feel if you were locked up indoors with no chance of getting out and doing new things? Ever? I mean yes, there are some people that are hermits and enjoy that but for the most part people tend to go stir crazy after a bit.

There is no excuse for such an act. Like it or not, cats are not dogs and do not confine well. If you want your neighborhood free of moles in your lawn and mice in your pantry then learn to live with cats, the predators that control rodent populations. It can be done, except for a handfull of cat haters like this person who see no other solution to problems than to resort to killing. I suspect his caged rabbits were sitting targets for not only neighborhood cats but would eventually attract coyotes and dogs. Maybe the problem is his lack of a secure area for his bunnies living their unnatural lives?
@kana What if I want moles in my yard? Cats not only kill moles and mice, but song birds, hummingbirds, chipmunks and squirrels.  I don't want your cat killing all of the wildlife in MY yard so please keep it confined by keeping it inside.Â

Cats do more damage than most cat owners who let their cats roam outdoors will ever know about. In addition to killing the native wild creatures, they attack other people's pets - and not just bunnies. As an example, a cat climbed inside the fenced yard of one of my friends and attacked her dog. She is out over $400 in vet bills to stitch up the cuts and give the dog a course of antibiotics. Of course the offending feline ran away and she has no idea who owns it to try to make them pay the bill.  One of my dogs also ran into a cat inside our fenced yard - fortunately it wasn't a serious injury but his ear was cut and so he was covered in blood. I wish I could find the owner to make them clean up the mess in my house from all of the blood.
@Chickadee don't know what kind of cats you've been around, but what's with all the people hating cats so much? I can understand someone not liking cats, but to seriously do harm to another living species is just sick, especially when you can over power them. It's too bad.... People are the most offending species there is, and yet we can't legally kill them. So, I will be a hypocrite and say it's about time we start weeding out the idiots we have roaming around as 'humans'. You're wasting my air.
@kana NO - the PROBLEM is the cat owner not controlling their animal!! I understand the neighbors being upset that their cats were killed but it is THEIR responsibility to keep them at home.
I have livestock, including rabbits, & would have disposed of the cats as well, as I would any other animal attacking mine. Fortunately I don't live in a no-shooting zone so I could take a 22 to the intruders but he didn't have that option. Yes he probably could have caged the cats & contacted animal control to take care of them instead but I don't have a problem with what he did.
@katiemcc That's because you're pretty much as sick as him. Why do you hate cats so much that you can't bear to open your eyes to this situation? I agree that someone has the right to protect their livestock - But if you're the one that's actually torturing your own livestock, and not the cats, then why kill the cat? So, the real problem here is people like you thinking it's justified to kill an animal, no matter what species, for your own gain. Instead, he could have talked to the owners, the animal control, something. What he did was not right. And, those cats were loved by every one in that community, as that whole neighborhood lets their animals play together. Short-sighted people make me sick to my stomach.
Would not livestock laws apply? Farmers have the right to kill dogs or other animals attacking their livestock.
 @Chico That's what I was wondering. Washington state law is pretty clear that if your "pet" is harassing and bother livestock, their life is forfeit if the owner wants to pursue that option. This guy is obviously in the business of raising livestock.

 For the people upset that he killed the cats, the problem was scale. The cats weren't just killing 1-2 bunnies per night. They were killing tens of bunnies per night. That sort of thing can wipe you out pretty quick. Simply taking Fluffy and Muffy to the shelter and having them come home the next day to kill another 30 rabbits would *not* have worked.

 The only way to solve the problem (if the owners refuse to control their animals) would be to get rid of them. Either give them away or kill them. Giving them away, if you're found out, can lead to charges of theft. And if Fluffy or Muffy was an expensive purebred kitty, suddenly you've got some serious legal issues to deal with. By killing them, he can claim the livestock law.

 While it totally sucks for the cats, I don't think he should be looked down on for not taking on more legal risk with theft than he already has with "killing in the act of depredation".

@cuzsis @Chico This guy is in the business of contracting. He is a contractor. He has bunnies. If you follow this story, you'll see that his story has changed about 5 times since this happened. Livestock laws do not cover everything. 30 bunnies have not been killed, unless he's killed him. His excuses for his actions continue to change. He's just a sick individual. He does deserve to be fined and charged with animal cruelty. He's never spoke with the owners of the cats nor the animal control. Also, he has not shown proof to the police nor animal control that his bunnies have been attacked by any other animal other than himself. This man needs to first get his story straight and then just own up to the fact that he killed the cats. So, in this instance, he had no right. Livestock laws in Oregon do cover the fact that you can protect your livestock, but this situation is very questionable. He is in a neighborhood, and in order to consider his bunnies 'livestock', he would have to have the applicable permits. IMO, he's a sick sum'beezy that needs mental eval.
I love cats, but clearly, these pet owners should have kept their cats indoors if they knew the cats were going over and attacking the neighbors pets on his property.Â

Had this story been about a dog attacking a human, there would be ZERO outrage over killing that dog. Â And in this case, the cats DID attack a human also.

The problem is, they didn't know. They have never been informed by that man and he has never said anything about his bunnies until this happened. In fact, from what I understand, there was never a problem between the two neighbors until he just up and killed their cats. His story has changed about 5 times since this happened on 7/11. The cats DIDN'T attack a human. You get cat scratches when you're trying to drown it! Duh. Common sense, not so common, eh? IF this was about a dog, you know there'd be more outrage. I'm not saying if the dog killed a human, but I'm saying if the man killed a dog because of this 'situation' he's made up.

If you can catch an outdoor cat, take it to your local vet and tell them its a stray. They will then be required to test it for feline leukemia and FIV, which most outdoor cats will have. Once tested positive they are required by law to euthanize the animal. I had a neighbor who had problem cats spraying peoples doors and windows, so I have first hand experience with that. Though I did not expect the animal to be destroyed, I only intended that the neighbor be forced to acknowledge their responsibilities as a pet owner.

Seriously? Drowning two cats is considered humane? If he caught the cats, then he could have taken them to the humane society and let their owners explain why they couldn't be bothered to take action to control their cats. He didn't have to kill them, and he deserves to face the consequences for that.

Actually, if you hear their side of it, he hasn't spoke with them at all. Funny thing about it is that his story has changed multiple times while their story hasn't changed. That neighbor sounds as if all neighbors got along alright until this happened. He'd never talked about it to anyone, not even animal control.

I find it sad and scary that you just "If a pitbull attacked anything". Why a pitbull? Because of the breed? That's sick. So, if a German Sheppard steps onto your property and attacks something, it's okay? Sad.

People, it's so easy. If you care about your pets, keep them at home. I don't think what this guy did is right, but it's also not right for their owners to let them wander the neighborhood.

What is NOT said is that the cats actually got into the enclosure to eat the baby rabbits. I have a little experience in trying to keep small animals (including cats) in or out of various places. I have to wonder if the baby rabbits didn't get out of the enclosure...just a thought.. But really, it doesn't take much of an enclosure to keep a cat OUT, they can't dig like dogs do and won't chew through boards like rats do.

The enclosure looks like it'd keep a cat out, too. So, it seems odd that he says what he says. It's also odd that he says in the interview with the news that he tried to talk to the neighbors, but states to the cops he didn't. His story has changed way to many times to believe anything.
