Loophole lets accused puppy mill operator sell dogs online
SEATTLE -- A controversial commercial dog breeder who has been repeatedly fined, had her license suspended, and served jail time near Seattle for animal-related violations continues to sell dogs over the Internet because of a loophole in federal regulations, a KOMO News Problem Solvers investigation has found.
In fact, Wendy Laymon, who has since moved to Missouri and opened a commercial breeding facility with as many as 100 dogs, according to government documents, also runs a website that purports to be a "non-profit, rescue adoption agency" for dogs in puppy mills. However, several sources say she’s selling her own dogs and others for $1,000 or more.
The Problem Solvers chronicled scores of unhappy customers from coast to coast who say they bought dogs from Laymon that were sick or genetically defective, a more common occurrence in large commercial breeding operations, say experts. Some say they spent thousands to keep the dogs alive. KOMO News contacted dozens of law enforcement and government agencies, animal welfare groups, dog rescue organizations and individuals for this story.
"The most petrified animal I’ve ever seen in my life." That’s how one angry dog lover describes Frankie, a French bulldog she found on the "adoption" website for $900 plus shipping.
Jennifer Izzi, of Selbyville, Delaware, says when Frankie arrived in a rickety van filled with 50 other dogs nearly a year ago, he was "skin and bones," afraid to walk on grass or on the stairs, and scurried under furniture whenever human feet came near. Her vet said Frankie had incessant ear infections, severe kennel cough and was malnourished. Izzi believes it gave her a glimpse into Frankie’s past.
"I was looking to rescue. I was looking to adopt," says Izzi. Now that she believes Laymon’s website was deceptively portraying itself as a traditional dog rescue charity, she feels completely duped. "I’m glad I have him, but she needs to be stopped. And people like her." Several leading national dog rescue groups agree with Izzi.
The Humane Society of the United States calls Laymon’s operation a puppy mill, a term generally describing large commercial kennels where dogs rarely touch the ground, live their lives in cages, and are rarely fully socialized. Animal welfare experts say puppy mill dogs have a higher propensity for illness and genetic defects.
"They’re literally dog-breeding machines," says Dan Paul, of the Humane Society of the United States, "and it’s just not right."
The Humane Society called Laymon’s operation in 2010 and 2011 one of Missouri’s "dirty dozen" puppy mills and describe a long list of animal care violations.
Missouri state inspectors have repeatedly found serious violations of animal care regulations, including a period of nearly two years where they found no inspections by an attending veterinarian as law requires, cages and grounds in shabby condition, outdated medicine with some labeled for cows – not dogs.
Laymon failed to show up for scheduled inspections and, in one case, flatly refused to let an inspector look inside one of her out buildings. The State of Missouri still issues her a commercial breeder’s license but a spokesperson said they have no record for a special dog rescue license under her name or company. She often used aliases.
Laymon signed a federal consent order admitting to willfully violating the Animal Care Act. As part of that agreement, she lost her USDA license to sell to pet stores, was fined and ordered to improve conditions.
Several new kennels were built on her property near Rogersville, Missouri since that consent order that appear to include heating and cooling. When KOMO News visited her property, Laymon refused to show us a number of out buildings behind her home that could be clearly seen from nearby.
So, even without a USDA license – which requires inspections – federal regulations do not prevent her from selling directly to dog buyers via the Internet.
"The law was written before the Internet. So now there’s a giant loophole for sellers that want to sell directly to the public via the Internet," says Paul. "No inspections. And the Internet is the 'puppy miller's' best friend."
Laymon initially agreed to an interview but abruptly cancelled. In conversation, she is courteous, proud of her kennels and says she has lots of happy customers nationwide.

Eyewitnesses describe "horrific" conditions, with dogs matted with feces, the stench of urine everywhere, and "cages and cages and cages stacked on top of each other.
That news conference lead authorities to raid Laymon’s operation, seize hundreds of mistreated dogs, and sentence Laymon to several weeks in jail.
Fourteen years later, Horne and Hallan were stunned to learn Laymon remains in business. "I was appalled," says Horne, "to say the least."
"I thought that when she left Washington," says Hallan, "I don’t know why, I thought that she’d stop."
Back then, Laymon told KOMO she blamed her accusers for her problems. "Of course they’ve lied about me," she said in 1999. "It’s their job."
Last Friday, the State of Missouri issued Laymon yet another formal warning letter for violations found during the most recent inspection.

All Major animal rights groups urge people to not buy over the internet. Lets see every show Breeder has their kennels and pictures on the internet. They have references over the internet and you can check them out if you have any common sense. I have bought all of my champions from show kennels strictly over the internet. Never had a health problem or behavior problem. Never lost anything to my purebreds as they were well socialized and raised in the home. Just calling something a loophole does not make it one. How about we call your salary a loophole and demand that we close it because you get paid to much.Â

Oh, heres the latest news A Georgia college student who devoted "countless hours" to abandoned animals was killed by the dogs she rescued, according to several reports.Rebecca Carey, 23, of Decatur, Ga., suffered multiple bite wounds, police said in news outlets. The Atlanta Journal-Constitution wrote that she had five dogswith her at the time she was found dead in her home. Heres another horror as rescue dog kills and dismembers two-month-old baby while his father slept. Aiden McGrew was two months old when his family's recently rescued retriever mauled him to death and dismembered him.Â
Thereâs apparently this misconception out there that a shelter dog is like the Wal-Mart version of the family puppy. You canât afford the boutique thing? You think paying more than a thousand dollars for a dog is wrong? Well just get you down to the pound and pick out one of those cheap fellas! You can get yerself a fine dog for fifty bucks! No. Just. No. It doesnât work like that. It shouldnât work like that. Shelter dogs are expensive. It may not cost a lot to acquire one, but it could well cost much more over the life span of the dog. There are veterinary expenses, training expenses and the inevitable cost of the things in your home the dog just might destroy before he gets housetrained, chew-trained and cured of anxiety. He could be a barker who never stops and after you run out of training aids that never work you will be prevented by stupid laws from bark softening this hell hound. Â
It turning out in study after study that 47% of all shelter dogs wind up being returned for danger or destructive behavior.Â

@umpire Smart people who know how to check references over the internet and people who read good information and not made up stuff from HSUS. Smart people who know that when a breeder says you must wait until this puppy has at least two sets of shots are willing to wait until the puppy is protected. Smart people who understand Parvo lives in the ground and you can bring it home to an unprotected animal just by walking outside or in your local dog part. Smart people who know that all living things are not perfect but understand that a responsible show/hobby breeder knows how to take care of their animals they have years of experience not made up stuff like HSUS tries to push onto people. Like the time they pushed breed bans and caused cities to adopt laws that killed honored family pets. Smart people know how to read peer reviewed documents and check references. They know what their puppy should look like and what shots it should have before traveling.Â
I would love to know from all posting here what they feel the solution is. We are a couple of weeks away from launching a platform that is designed to make the puppy buying process more transparent. If you were to give me "Breeder" or "hobby breeder" milestones/ or check list, before purchasing or finding a listing on the internet, what would they be?
ie. Dog behaviour and socialising, Vet Check in place, Puppy Information packs, Breeder will take puppy back, Micro-chipped, parent/family history etc etc

What will help more is making sure every post on that Facebook page has a link to the truth so that potential customers know what they are getting. If we make her Facebook channel useless, we do more to harm her wallet and stop the incentive for animal abuse.Â

An abusive person is just that and should be handled by *current law* which will do so if given the chance. Bad actions by one person do not mean that everyone else should be punished along with them [except that animal rights "true believers" want to punish ANY animal users]. It is IRRELEVANT that original laws were written before widespread internet use. Animals have been sold "long distance" for about as long as civilization has been in existence. In fact, the internet actually helps buyers as well as sellers, because there's lots of info available about animals of interest, sellers by reputation, and to help buyers decide on breed or species.
@Marcy CI think you are missing the big picture here Marcy. Along with the animal abuse that this woman clearly takes part in, there is a huge pet population crisis happening. There is no space or need for backyard breeders in today's world. With 3-4 million animals being euthanized in the US annually, there is clearly a bigger problem here. This woman needs to be punished and she should not be allowed to own or breed dogs but I think it is also an example of the bigger problem we are facing.

This is absolutely ridiculous as pups begin to fight with one another at this age, vie for pack dominance, etc. Do you people seriously want a puppy that would otherwise have a sweet temperament bullied by a "pack" leader for 4 weeks until it goes to its new home?  These regs are made by people who have no idea or clue what they are talking about.

You can forget about your validity as a writer when you quote HSUS, PeTA or the ASPCA now. Their raids have been notorious for harming animals and taking money from legitimate shelters. He is not creditable just because he can get a legislator to call him to congress as a witness. After all they called all the mafia leaders in to testify before congress. That of the 2.5 million dogs put up for adoption 1 million will be returned for dangerous behavior or excessive medical costs or the inability to bond to their new owner. The Return rate for purebred puppies from responsible breeders is less than .02 percent and responsible breeders will take back any dog they breed at any time. Â All of these breeders use the internet and they are good breeders. Animal rights is a cult and they are busy pushing laws that take away your right to have a pet, eat meat, ride a horse or use an animal for any purpose including medical research. This is a cult and remember the way to identify a cult is the removal of meat from your diet. Lack of proper essential nutrients found only in meat causes the brains cells to die off resulting in irrational and overly emotional thinking or lack their of.

About 2 years ago there were about 200 stray/feral dogs & pups brought into Florida from Puerto Rico. They had parvo it cost over $180,000 in DONATIONS to save the ones they could... @Howard H I understand what you are saying. But look at it this way, we have to try. And, I do not believe these organizations are saying we can survive without eating meat. Sure, some members are fanatical and even feed their dogs soy instead of meat, which I personally find repulsive and a form of abuse in of itself. But my wife and I both eat meat, and we will not stop, and we also foster. BTW, yes, aggressive dogs do fall through the cracks sometimes. But most are not aggressive. Your statistics do not take into account all the dogs that are returned because the would be adopter was not properly educated as to what is and is not aggressive behavior. Just because a dog nips, doesn't mean it is aggressive, this is an affectionate nip, light bite that doesn't hurt, or a playful nip. I agree much money is lost, but, only those willing are losing the money, not, those who disagree. There are people who believe we waste money on the elderly too, but I'm not of that fold. BUT, I definitely agree with you, that no one should be emotionally black mailed in to agreeing and/or funding and/or adopting and/or fostering animals. That is repugnant. In my view, it should be something a person WANTS to do. 'nough said.

HSUS is widely viewed as the leading animal welfare group on many issues and have done notable work on puppy mills, and its President Wayne Pacelle has testified several times before Congress.

Wow Jonelle, you need to do more research. If more people bought dogs from breeders(especially show breeders)Â there would be fewer dogs that end up in shelters. Your attitude against breeders only perpetuates the real problem that is people that know they do not have to take responsibility for their dogs or oops litters because they can dump them at the shelter. HSUS is not a welfare organization. They want to protect dogs right out odf existence

Wow Marcy, It seems like you are the one who needs to do more research. If you support puppy mills when there are so many animals out there that need adopting it is easy for everyone to see that the mighty dollar means more to you than the humane and ethical treatment of animals. I can't imagine how horrible this world would be without people and groups around who are trying to help stop the exploitation and the abuse of animals. The only sociopaths are the ones who see nothing wrong with making a buck on an animal and not caring how they are treated. People who protect animals are the OPPOSITE of sociopaths; they are compassionate and empathetic people who care. Maybe you should get a dictionary and look all these words up before posting your uneducated rants.Â
Fix the law
there are legitamate rescues out there pulling from the shelters to save lives, ask for proof of the shelter and all the dogs you adopt should be fully vetted, all their vaccinations and spayed  and neutered, she's not spaying and neutering these animals.
@Debbie Lewellen Yes, good point. All dogs that come from the shelter are sent with their kennel card to the rescue agency springing them.
