Ore. man says 'provocatively attired' IRS agent coerced sex
EUGENE, Ore. (AP) - An Oregon man has filed a lawsuit against an IRS agent with whom he had sex, claiming he was coerced into the relationship because the woman showed up at his door "provocatively attired" and threatened him with a tax penalty.
Vincent Burroughs, 40, of Fall Creek filed the lawsuit last week in federal court in Eugene. The agent, Dora Abrahamson, and the federal government are listed as defendants, and Burroughs wants a jury to award him unspecified punitive damages.
According to the suit, Abrahamson contacted Burroughs about an audit in August 2011. Abrahamson allegedly told Burroughs "she knew who he was, and that it was lucky for him that this was the case, and that they should meet."
The agent subsequently flirted with Burroughs over the telephone and via text messages, offered him massages and sent him a photo of herself in her underwear, the lawsuit states.
Burroughs initially ignored the woman's advances, according to the lawsuit, but he surrendered after a "provocatively attired" Abrahamson arrived at his home in September 2011, the lawsuit states.
"She told (Burroughs) that she could be a bitch, or that she could be nice," the suit states. "She said that she could impose no penalty, or a 40 percent penalty, and that if he would give her what she wanted, she would give him what he needed."
Burroughs had sex with Abrahamson that day, the suit states.
IRS spokesman Richard Panick said Friday he could not comment on any aspect of the lawsuit, including whether Abrahamson was still employed by the agency.
Abrahamson declined comment when she was contacted Thursday by The Register-Guard newspaper (http://bit.ly/14v0zTJ).
The lawsuit claims that Abrahamson's conduct caused the plaintiff distress and a rift in his relationship with a "significant other."
The suit alleges that the government is liable for damages because IRS officials provided inadequate supervision.
Burroughs didn't initially report Abrahamson's advances "out of embarrassment and fear that she would cause substantial financial penalties to be imposed upon him," according to the lawsuit.

I wonder if the thought occurred to the taxpayer that he might not have anything to worry about if he had his records for the audit in order; there would be nothing to tax.
Guess your screwed either way !!!!
This dude should be happy- What is he complaining about? Most men his age struggle to find sex. If she was sexy and cute, I would've hit it and tried to have sex again and again. No need to sue, sh** seize the opportunity!!!Â
@keepthepeace28 It's not that funny.  Males can be raped as well.  Females can carry STIs/STDs, HIV (With the sorts of medicine out there, anyone on the street can have it without symptoms.) and other sorts of random diseases (e.g., HPV). And if males try to push the female away, she can claim assault.  Who is the cop responding to the call going to believe?  The male or female?  9/10 cases, in my opinion, the female.Â
@keepthepeace28 You're assuming that she was cute. :)
I think I need an audit.
Entrapment doesn't apply to those that enforce the laws.
They do it all the time and are held harmless.
Â
Don't try it if yer a peon.
New IRS 1040 form...

Filing a lawsuit so the IRS will violate you for the rest of your life was not a good choice.
Yeah it seems fishy ... but ... here's a supposin' ... Suppose an IRS agent comes to you and says put out or I will make your live miserable. You could lose your house, your job, maybe your wife and kids. You have a government agent's word against yours when you go to the cops. Once you go to the cops and they tell you that they don't believe you or that you have no case or whatever, now that agent has leverage against you when you sue. Of course he would have been a lot more credible had he not had sex with her.
Pics or it didn't happen.
Yeah, right buddy. Â Just not buying it and you're wasting court resources for this??Â
Â
If, in fact, she had threatened him with tax penalties unless he , he could have sued her based on that alone. Â Moral Turpitude, extortion and misrepresentation could have meant a fat check from the IRS. Â That is, if he had kept his pants on. Â Of course if there's any credible proof - inappropriate photos and texts sent to him from HER phone then it could still be argued that she acted unprofessionally but blackmail will be hard to prove. Â
Â
Claiming that he HAD to have sex with her is completely ludicrous. Â Â
Â
Painting oneself a victim only goes so far when both parties are willing participants. Â
Will he be able to deduct his visit to the VD clinic?
can not comment until we see pictures
Wait, so he got laid AND he's suing? Man, collecting twice, he must have learned that from the IRS!
@Dredd57 sounds more like everything was fun and games, until his significant other found out. From the way it's written, sounds like they already knew each other.Â
A provocative government worker is a very rare species. Â What not to Wear could have an entire spin off on most the government workers I know.
I would totally think this is all BS. but the fact that the IRS and the lady are not commenting back. really makes me think there is a huge gap to this story.
That's one way to pay your tax bill. Sue the ones emposing the fines. Sounds legit :(
She sounds more like an ex-wife. "Do what I say or I will cause you substantial financial penalties."
Pretty taxing. I'm guessing his next audit will be by the provocatively attired Agent Bubba who will impose many penalties.
And what was she wearing that was so provocative?
"Dora was wearing a talking purple backback"
And you were intimidated by that?
"Well it was more the vile spewing monkey that scared me."Â
Here's a hypothetical: Male police officer promises not to ticket female speeder if she has sex with him.
Â
Still as funny?
@benevolent misanthrope Did he send her several text messages and pictures and had numerous contact with her prior to the sex? I know men can be victims as well, and the jokes on this site are not meant to minimize that fact. The comments are about this one specific situation which is obviously a big ol' pile of bs. The guy got caught having an affair and is now trying to make himself look the victim and make a few bucks while at it. If this really happened the way he says it did, he would have reported it and submitted the evidence before the sex ever even happened. Most people, if really victims like this, would pursue this criminally, not for financial gain.
I saw that she sent messages, not that he reciprocated.
Â
He potentially committed tax fraud. She's the Federal agent who has the power to bring him up on that and she uses that leverage to get what she wants.
Â
Women find themselves in similar power imbalance scenarios all the time and their improbable actions under that imbalance are always (almost) excused.
Â
He stated why he didn't do anything initially. And we don't know that he hasn't since gone to the police only to be told he has no case. Or that he's still afraid to go to the police due to the tax penalty fear. Who knows why people do the things they do.
Â
I still just find it slightly unsettling that we are automatically blaming him unequvically. Even going so far as to know with certainty that "he was having an affair". Some people do make that case when women bring similar cases up, but there are always a handful who also support the woman.
@benevolent misanthrope It's not funny, but if she didn't write down his name and call a local police (or FBI) department to investigate, then later filed a lawsuit seeking money, then it's just "fishy".  Unfortunate, but look what happened to Kevin Clash. Suddenly all these guys recall years ago that he had slept with them, and now they want compensation. His careeer was over in an instant.
Didn't this guy write a letter for Penthouse?
I got it figured out! He had sex with her in exchange of not having to pay a penalty = Sex for money = Prostitution. He should be charged as a prostitute!
@The WA Mama Wait, this is giving me ideas on how to lower my taxes next year...
@Hadrian ... like spreading (I mean amortizing) your assets?
Why is he complaining? Seems something my wife does all the time. Sex or else!!!! LOL Oh POOR GUY!!!Â
Sounds like his "significant other" found out about his little sexcapade and he is back-peddling trying to cover his own butt. If his "significant other" is actually stupid enought to believe this crap, she deserves him. They obviously had quite a bit of contact prior to getting together. Text messages! Pictures! If he was really being victimized, he would have turned her in before the sex happened.
"claims that Abrahamson's conduct caused the plaintiff distress and a rift in his relationship"
ahahahahahahahaha I just don't believe I'd have put that in print. I bet it sounded good in his mind, but on a legal form?? XD XD XD Â Unless of course the guy isn't hetero, in which case I'd sympathise, but that is doubtful, and "waaaaah, I need monetary compensation instead of contacting the police and IRS HQ". Oh, the money will make your "suffering" disappear.
Â
So what was she wearing? Showing a little ankle or collarbone? Rawr!
Â
Â
@Hadrian I think he got caught having an affair and he is trying to make it look like it wasn't his fault.
Lot of funny, snarky comments.
Â
But, in all seriousness, that's exactly what happens when men cry harassment or rape - they get made fun of. Just another example of the double standards that exist.
Â
And, to be clear, I absolutely agree that women can face some pretty despicable behavior.
@benevolent misanthrope you remind me of my ex wife always playing devil's advocate
Â
yes it happens but if I put one million in front of you and to win it you must guess whether this guys story is either 1. true or 2. completely bs your guess for the money would be 2 and you know it
@benevolent misanthrope Of course, and there are many jusifiable situations, but just like when it's in reverse (where we poke ar the false-seeming ones, too), the thing to do is contact police, an attorney, and go that route, not filing a lawsuit.  It's that the story looks completely odd and not believable, not that such a thing cannot happen.
@benevolent misanthrope ...I don't know about most people, but if someone, anyone, threatens you with putting out (and are not armed) or they will illegally penalize you (red flag), the thing to do would have been have them leave your home, report it right then.
Â
@benevolent misanthrope On that, I agree completey. Not to come off egotistical, but as a male considered "pretty" and youthful at times, there have been insulting suggestive situations more than once. But the thing to do is get yourself out of them, or contact police or trusted family member/friend. Easier said than done, sure.
Â
@Hadrian I agree. And the report does seem laughable. I guess I'm just tired of seeing this knee-jerk reaction that minimizes the men in situations like this.
Â
Just the other day on a different message board some commenter was arguing left and right about how women are the only ones who are can cry sexism because there are no real put-downs for men based on their looks.
Â
I tried pointing out that men do not have the same general insults lobbed at them but that doesn't make the ones that are any less demeaning.
Â
These posts just serve to remind me that men are just expected to "man up" and suffer in silence and any man who doesn't is a joke.
Something smells fishy here
*wipes eyes* LOLOLOL
LOL
Haha he wishes. Keep on dreaming.Â
She might have to schedule a C section...
some people have all the luck
In our wildest dreams do we have sexy IRS agents come to our door and have us chose between sex or penalty ;-)
@Komo Dragon Nothing says that the agent was sexy, just "provocatively attired". I think it is the male mind that inserts sexy but then just having one chase me for a change would make my eyesight go bad.
 @Beam_Me_Up LOL
Right. I believe this guy. Nice angel though if nothing else he could sell the story to Playboy. LOL
1040 shades of Grey!
@Mumblix Grumph More like the 1040EZ shades of green...
@Mumblix Grumph Now that made me laugh! Good one!
@Mumblix Grumph Now that is funny...
