Seattle residents urged to Tweet missed garbage pickups

SEATTLE - The City of Seattle told Waste Management Wednesday that their one-week grace period is up and the city will begin imposing fines for missed garbage collections.
Seattle Public Utilities inspectors will begin fanning out across Seattle looking for missed collections and assessing possible penalty fees that could reach as high as $1.25 million a day, mayor Mike McGinn said at a news conference late Wednesday morning.
Wednesday customers have been asked to keep any uncollected carts out until Thursday so inspectors can record the missed collections.
SPU says residential customers can report a missed collected by visiting Seattle.gov/util or posting a note on Twitter. Just be sure to Tweet your block where you live (a specific address is not necessary), the hash tag #theymissedme, and a picture of your still-full carts.
The move comes as Waste Management says it would resume some residential collections Wednesday using replacement drivers -- a move that has angered union members who have apparently taken to the phones to get their side of the story out to many customers.
Countless residents have reported receiving robocalls left on their voicemail from people describing themselves as a Waste Management driver. The calls specifically address the company's decision to hire replacement drivers.
"Waste Management is substituting us with drivers from out of state who may not be qualified to drive heavy garbage trucks on our region's dangerous roads," says one robocall. "Please be careful. Make sure your children stay out of the way of the trucks. Call police if you see something dangerous."
Waste Management maintains it has hired an ample number of replacement drivers, some of them on a permanent basis. Spokeswoman Robin Freedman says Waste Management is taking its best candidates from a recent job fair and running recruitment ads.
The walkout has affected 217,000 customers in the Seattle-Everett area. Some business owners have angrily paid to dump their own trash. In neighborhoods, flies are circling curbside garbage bins where trash has started to stink in the 70-degree summer weather.
The Washington Fish and Wildlife Department urged residents to keep garbage enclosed to avoid attracting raccoons and bears.
Using replacement drivers from around the country, Waste Management has been offering limited service to priority commercial customers such as restaurants. Now, the company is screening applicants for permanent replacement jobs, spokeswoman Robin Freedman said.
"Our drivers have chosen to enter into a strike. We have an obligation to the community, so we're going to hire replacement workers to get the job done," she said.
Waste Management has the contract to collect waste in 60 percent of Seattle.
About 150 yard waste and recycling truck drivers represented by Local 117 walked out on July 25 after their contract expired at the end of May. About 350 garbage truck drivers represented by Local 174 are not crossing picket lines.
Local 117 wants to close a gap of about $9 an hour between the yard waste-recycling truck drivers and the garbage haulers. They drive similar trucks and the same routes and deserve the same pay, the union says.
Waste Management says it's offering a six-year deal that would raise average salaries from $58,000 to $68,000 a year. If benefits are included, the offer is worth $98,000 a year to a driver at the end of the sixth year, the company said.
The median household annual income in 2011 in King County was about $54,000 and in Snohomish County about $51,000, the state Office of Financial Management estimated.
Teamsters Local 117 has accused Waste Management of intimidation and refusing to bargain in good faith. Members are not concerned about losing their jobs because they expect the National Labor Relations Board to agree that Waste Management has committed unfair labor practices, spokeswoman Brenda Wiest said.
Hiring replacement workers is "another bullying tactic to intimidate and threaten drivers instead of bargaining in good faith," she said.
Freedman countered that Waste Management has not violated labor law.
The company expects it will be fined for missing pickups. Its contract with the city allows penalties of $1.25 million a day for service disruptions that last more than a week. The fines would be used to help customers pay bills.
No new talks have been announced as tension and pressure mount, like the growing mounds of garbage bags at many homes and businesses.
Waste Management promised garbage pickups Wednesday for commercial customers in Snohomish and King counties and for residential customers in 10 cities - Algona, Auburn, Bothell, Federal Way, Kirkland, Maple Valley, Mill Creek, Redmond, Renton and Seattle - if Wednesday is their regular pickup day.
The company isn't picking up yard waste or recycling bins. And, it says it's unable to provide service to commercial customers in Skagit County because of a picket line that went up Tuesday at a Waste Management yard in Burlington.
The city also is allowing residents to drop off up to six garbage bags at a time at two transfer stations in Seattle at no charge.

 @bobalouie No one is "held down". If you're unhappy with your job, go find another one. If your skill level doesn't provide opportunity to find another job, do something about it. Improve your value.
If a person doesn't like the pay, work somewhere else. What am I missing? WM, hire new employees and move on. I have progressed through jobs and moved around. Are you too good for that? Be damn glad you have/had a job. It's business, you get a decent salary and benefits. The later being a very good perk that not everyone gets at their job. If you're upset because your counterpart is getting more, thank the union. At some point this gets rediculous. Actually that happened at the last strike where WM had to cave in to keep their business going. Time to play in the big boy world and either appreciate your job or get your things and move on.

Why should a garbage worker make more than a Registered Nurse? One has a college degree and the other can be a high school dropout so long as he is a Teamster. The whole concept is absurd.

Not just with words, but blocking trucks that have new drivers.
I urge everyone to call your local city board and make a complaint against Waste Management for not refunding customers for the 2 weeks that trash service was missed. Waste Management refuses to give customers a credit for the last two weeks of missed service yet they are still billing customers for those 2 weeks of trash service not performed --- that is fraud. Waste Management owes all of the customers in the Seattle area a refund for each week of trash pick up they did not perform as their customers are billed for a weekly service. I live in Lake Stevens and I am forced to use Waste Managment because the City of Lake Stevens has a 10 year exclusive contract in place with them...because of this I do not have the option of cancelling my trash service with them and instead start using Allied Waste. Waste Management continues to rip off their customers by billing them for services not performed ......people need to start contacting the city they live in and make a complaint & request that the city cancel their contract with Waste Management on this basis. During this strike Waste Management has bilked their customers out of hundreds and thousands of dollars for fees related to services not performed....I think a class action lawsuit is in order to refund the public for these fees Waste Management refuses to refund them for.

What a joke. Obviously truck drivers from other areas could not possibly navigate our streets and gasp, pick up recycling. Break this union and send these idiots to the unemployment line. Maybe then they can picket the state for fair wages, pensions and medical. "We don't make as much as the garbage men doing the same job". Here is a novel idea, become a garbage man you truck driving monkeys.

Itâs a little funny when I made previous posts and the union lovers came out of the wood work hating on my comments. The things that the union is saying they are representing is already federal law. The union wants a pay increase to draw more revenue in because the unions are dying. Ask the Carpenters what happened to their pensionsâ¦Â Oh wait it go spent on battling with non-union companies. Happy travels yaâll.

@Gino I urge people to call up their Teamsters Local and complain to them. WM is doing their best to get garbage collected, but bung hole union drivers are holding them up at the gates. Please re-read the story and come back with a new complaint.Â

 @Kodiak Maybe you should try and read what he said if you can. He is complaining about being charged for a service that wasn't performed. The last I checked because I can read, the bill says Waste Management NOT Local Teamster 117 or whatever. So calling the Union wont do any good because they don't bill him. This has nothing to do with whos right or wrong concerning the strike. It has to do with billing for services that aren't being done for what ever reason.

 @Kodiak I can't believe you have no problem with a major corporation charging for services they don't perform, it doesn't matter who's fault it is WM isn't picking up the trash. Even Comcast wont do this and most people can't stand them, I'm glad you enjoy drinking the WM Koolaid. Why should the company be concerned about the strike all the blind little sheep like you keep paying them for doing nothing.
 @DontTreadonMe Good luck getting an answer to this. But from what I have heard is they still have to pay but they can add extra to their next pickup (if that happens), this is not a fact just what I have heard. Everybody picks on the union members so talking bad about WM is not allowed, but if this is how they treat their paying customers (paying for services that aren't being done) I wander what the fine print looks like for their employees?
 @whocares I'm not paying..I'm going to keep track of how many weeks they do not pick up; average out my bill and deduct those weeks.  Why pay for a service you are not receiveing.
I understand getting what your worth, but you should be mindful of timing. Striking about 5 years ago might make sense when there wasn't a glut of unemployed and underemployed. With so many out of the work $58K sounds like a good deal. Getting paid the same money for similar work is a  fair request, but making the ask should be timed well.
Looks like to me that the handful of strikers should be doing sit ups not walking in circles. I also love how every vidio shows them holding a Starbucks, or some other expensive drink. I'm pretty sure they are underpaid.Â

@DontTreadonMe @JAK This is likely to be a very big deal. I think WM has the money to bust the Union. If the Teamsters go down it will be a certain death for other unions. I'm not saying its right or wrong, but I think its going to happen. Just my observation.Â
