Tased inmate dies in hospital
RICHLAND, Wash. (AP) - A 29-year-old man hospitalized after being stunned with a Taser at the Benton County jail has died.
Kevin T. Culp of Spokane, who died Tuesday, was in the jail as a contract inmate for the state Department of Corrections. Benton County Coroner John Hansens said in a statement that an autopsy would be performed Wednesday.
Authorities say Culp had a medical condition and was housed in an isolation cell so jail nurses could watch him. Culp had an "unknown medical episode" Dec. 17, and authorities say he became combative, struggled with officers and bit them.
Culp was shocked with a Taser, put into a restraint chair and moved to a different isolation cell that allowed for closer observation.
Staff later discovered Culp was unresponsive and paramedics were called. An independent investigation of the incident will be conducted.

The reality is that U.S. citizens are 8 times more likely to be killed by a cop than by a terrorist. Â We need to force change. Â
Bottom line is that tasers are supposed to be NON-LETHAL.
You bite police, your'e going to get tasered. Pretty simple stuff. Crime comes with risk.Â

A contract inmate is one who comes from another state, or jurisdiction or from the feds, to jails with space. Federal and other prisoners mean federal money to contract jails. Another way to make money.
I think the easiest way to understand what a "contract" inmate is is that Benton County Jail was being paid to "house" him for another correctional facility.
Background: Culp was jailed after killing three people when he got behind the wheel (w/o a license) and predictably had a seizure (the reason he never got a license) where he lost control and hit a mini van full of people. In 2004 he killed someone while handling a loaded gun.
