N.J. mom who once lost custody decapitates son, 2

CAMDEN, N.J. (AP) - A woman who had admitted to drug use and recently regained custody of her toddler decapitated the boy, put his head in her freezer and fatally stabbed herself while police officers stood outside her home, authorities said Wednesday.
Chevonne Thomas killed her 2-year-old son, Zahree, and called 911 just after midnight, then fatally stabbed herself while officers were outside, police said.
During the 911 call, she first accused her boyfriend of stabbing the boy, but then said repeatedly "I did it, I did it," said Jason Laughlin, spokesman for the Camden County prosecutor.
Laughlin described the call as "long, rambling, very incoherent."
Results of toxicology tests will be needed to determine if Thomas was high on drugs at the time.
Thomas, 33, had lost custody of Zahree in November 2010 after allegedly leaving the boy unattended in a car and admitting to police she had smoked marijuana laced with PCP and blacked out in a nearby park, authorities said.
She regained custody of the boy in April, Laughlin said.
The state's child welfare agency, the Division of Children and Families, had no immediate comment. It has been under the supervision of a federal judge and undergone a major overhaul since 2003 as a result of high-profile lapses in the oversight of children.
Officers responding to Chevonne Thomas' 911 call early Wednesday found Zahree's body on the first floor of the home, then discovered his head in the freezer.
Laughlin said the mother was upstairs still talking to the 911 operator when officers backed out of the home because they didn't know if she was armed.
The mother stabbed herself in the neck with a kitchen knife, apparently within five minutes of hanging up on dispatchers, he said. Police tried to get her to open a door but eventually had to break through a second-story window.
A medical examiner also found a chest stab wound and marks on the child's arms, Laughlin said.
In the 2010 case, Thomas was charged with child endangerment but the case was dropped because of a problem with a witness, Laughlin said.
During the investigation, Thomas admitted that she blacked out from smoking marijuana with PCP and couldn't remember where she left her child, according to the arrest warrant.
Phencyclidine, which as a street drug goes by names including PCP, was discontinued as an anesthetic in 1965 because patients "became agitated, delusional, and irrational," according to the National Institute on Drug Abuse. It has been known to cause hallucinations and paranoia.
Neighbor Melanie Troutman said she saw Thomas sitting with her boyfriend in front of their home about 10:30 p.m. Tuesday, "clearly upset" and topless. But another neighbor disputed that she was topless.
She said the boyfriend led Thomas back into the home a short time later.
Authorities said the boyfriend left before the murder-suicide.
Thelma Moore, a former neighbor who came to the scene of the crime, said she had known Thomas for several years. She said the woman "just walked around and talked and cursed to herself."
Thomas had been seeing a behavioral health therapist and described her as being in "a world all to herself," Moore said.
The woman's landlord, who did not want to be identified, said Thomas had lived at the home for two months and was a perfect tenant, keeping the apartment tidy and clean. She said the woman received disability assistance and child support to pay her $950 monthly rent and had recently furnished the apartment.
Thomas left a message for the landlord Tuesday, asking her to fix a fence. The landlord thought she sounded like something was wrong.
Court records show Thomas faced dozens of judgments and liens filed in civil court in New Jersey dating back to 2002.

 @Tattooed_Angel I keep trying to explain things like this - and cloud 9 - the drug where people are attacking and eating people, as well as the super addictive meth/heroin and relative drugs to people who want ALL drugs legalized, but they just don't get it. Pot doesn't make people do crap like this so it's a whole other ball park. Anyway, yes, the article indicates she was high. That poor little boy!
She took the cowards way out, a quick death was way to good for her. Poor little boy, he deserved far better.
This is why we need to do away with the notion that giving children back to their biological parents is not the best thing. Â Our state child protective agencies and the courts have deluded themselves into this idea that a child's natural parents are the best thing for the child and that simply is not true. Â These agencies should think about what is best for the child and leave biology out the the equation.

@DeadRabitz I'm wondering why the crazy woman's family,friends or neighbors didn't wave a red flag to the cops or CPS. If a child is removed from his/her parent.....the parent should have to attend parenting classes that the parents have to pay for....for a minimum of 30 days. That might help weed out some of the crazy ones. RIP to the little one :(

My opinion is that human nature sometimes overrides common sense, if that makes sense. The mother is seen as the nurturer, which isn't always the case. Some people blindly think the child should be with the mother, no matter what, which can obviously be disastrous. People would probably be surprised at how many single custodial dads there are, although it's still rare. This rarity may be because of the aforementioned "human nature" versus "common sense". It's too bad that this poor child had to pay the price of a probable psychotic drug addict's freaky trip and breakdown. Whether the state agency is at fault may be a variable too. In my opinion, they (DSHS, CPS, etc) either do it all right or they do it all wrong depending on what we read in these types of stories. As a single dad with full custody, I can say they did it all right. But no one is a statistic and every case is different. I hope that poor kid didn't suffer.
 @jelisized Sometimes we have to let the better parent BE the better parent. When I was working, being a detective, divorced, it was better for my daughter to be with her dad. He had stable hours and we both love her so much. I have had her for 10 years now, but she still goes to her dad every Tues, Thurs and every other weekend, or whenever she wants. One of my friends was having issues with drugs years ago and did the same thing. She beats herself up, but I'm proud of her for putting those kids first..they are great kids and they have a great relationship. It's why we have mom's AND dad's..we really need both.

Another good reason to drug test welfare recipients.
Apparently the overhaul of this agency didn't do any good if 9 years later this is happening. I just can't believe how many children are dying while these agencies are suppost to be protecting them. If there is ANY doubt at
all about the stability of the parents they should choose to give the child the benefit of the doubt. Better to be wrong than have another dead child.
I wish there could have been more circuit breakers in place to prevent this kind of thing from happening all around the country.

1) If child is in what is generally a loving home and a parent or guardian has made a poor judgment call in the care of the child, rake said family through the mud, traumatize everyone, destroy reputations, cost family thousands of dollars, and then return child. Chalk it up as success story as reunited family. Victory!

2) If child is with a complete bag of smack and doesn't have a chance in life due to abuse, try to treat said bag of smack to be a real human being because society hasn't given them no breaks and they keepin' it real, put child in foster care to protect child UNTIL some bean counter decides that foster care is too much and said bag of smack can only pay $25 a month, MAYBE to pay for their child. Because some bean counter decided the cost is too high, and the case worker needs to move to another case, declare bag of smack "cured" and return child, chalk up success story as reunited famiily - hooray! Victory!

3) If child is with upper middle class or above family with deep financial resources for doctors and lawyers, even if there is obvious abuse, apologize for even considering to insult the integrity of a pillar of the community and mark the case closed. Victory!

So that way, DSHS gets to go, "victory," all the time. Funny how the tiny bodies keep piling up though with all that victory.
 @Howard Beale  @LockesChild I took two kids from a horrifying home. I could only take them, not place them. I waited for DSHS to tell me where to place them. I took them to this house in Tacoma, those people seemed ok. TWO days later those kids were back in the trailer, no shower, no beds..I called, totally pi#$%# off and they said, I quote.." Do they have a roof over their heads? Do they have food? Than there's not much more we can do." I almost went through the phone at that woman. I am a mother and that woman probably still hears my voice in her head to this day. She didn't complain to my captain.

 @Howard Beale It is worse than that. Each bureaucrat has a "process" that must be followed regardless of the situation. Which means it doesn't really matter what is best for the child. What matters is that the process laid down by well-meaning bureaucrats is followed.

PEOPLE?? I have two daughters, my youngest who just turned 3. It's sickening to think there are people who can do this to sweet innocent children who just want to be loved, especially by the woman who gives birth to him/her. I'm tired of "parents" having custody of their children just because they are biological. There are so many people willing to provide loving homes for children but yet "parents" will get to keep their kids even after terrible crimes have been committed and there are clear signs of abuse. I also can't comprehend how officers, MEs, investigators, and anyone else can deal with cases like this. I do appreciate the work you do.
 @wthdotcom I don't know what's wrong with people either. Yep I said it. It's the "us and them mentality" and I have it BIG TIME! You are sweet and take care of those kids. I'm on medication for the good of the world, not just my family (slight joke there)..BUT we try as a whole and we try and we read these nightmare stories and still can't make sense of it. I think that's what's right with most of us, once we start "understanding" these horrible things than there is REALLY something wrong. I watched horrible things happen (usually after) as a cop, I also watched really wonderful things happen. I have to remember the wonderful..so hard sometimes.

Just because a person may be on medications does NOT mean there is "something wrong" with them in the sense of socially inappropriate behavior.
