Schrammie: Pacific mayor taking town to 5th circle of hell
»Play Video
He claims he was elected to root out corruption.
And now he's reaching out to the governor to help squelch what he calls a mutinous civic rebellion.
I'd like to invite Pacific mayor Cy Sun to check his medication level and come on down.
Well under a year into his tenure as titular head of the tiny town of 2,800 residents, Mayor Cy has rankled, irritated and dismayed many by canning the police chief, the public safety director, the city clerk and the community service director.
The gruff and crusty 82-year-old also fired the four Pacific police officers who arrested him for trying to cut a lock on a city office meant that was meant to keep him from getting in.
Mayor Cy is under siege.
Governing as his city council took a no confidence vote on his tutelage, Mayor Cy is now facing the possibility of a recall election.
The city may lose its insurance coverage because of him, not to mention that pesky lawsuit that's been filed based on actions he took against a city employee.
In the midst of all this, Mayor Cy has reached out to the governor, pleading for help from the city's mutinous hordes.
The gov has said uh-uh, not my bailiwick.
So before he is hoisted on his own petard; before he runs out another back door to avoid another lawyer; before he drags the city of Pacific into the 5th circle of hell, I'd like Mayor Cy Sun to take a bow, because this “Schrammie” is for him.

Ken Schram. Actually i kinda like you, but honestly Ken how do you justify calling Pacific Mayor Cy Sun "crusty" when your entire face it potmarked from zit scares. Even the beard doesn't cover it all. Normally I wouldn't give a crap, but in this case you are "the pot calling the kettle black." You should think about that next time . . .
Here are some facts that are more current: Pacific Public Safety Director John Calkins was charged with drunk driving and intimidating the arresting officer; he testified in court that he doesnât drink beer, while I have seen a photograph of him doing just that; he is accused in a deposition of requiring employees to view porn; he also failed a polygraph examination on whether he threatened an individual with a hand gun, and he was investigated for tampering with a witness. He proposed writing more speeding tickets not for public safety, but to raise revenue. His department practiced racial profiling. When a house burned to the ground on his watch, he bellowed at a city council member for asking why. When I published the claim that he was related to then-Mayor Howard Erickson, he bellowed at me in a city council meeting, denying the allegation. But according to the people who disclosed the relationship, it was Mr. Erickson who made them aware of it. No-one ever hauled him up short for this and other rude behavior until Mr. Sun put him on administrative leave for bellowing at the cityâs treasurer about a month ago. By the way, Mr. Calkins testified in court under oath that he canât raise his voice, so he couldnât have yelled at the arresting officer at his DUI stop. Or at me, either. I must have imagined it.
Oh By The Way, hiring someone without posting the job, reviewing applicants, and having the City Council approve the individual is called........Cronyism and that is CORRUPTION. The Mayor hiring Howard Erickson was cronyism, the Mayor hiring the woman to be the Community Services Director was cronyism as well. So where is the Corruption? Inquiring Minds Want To Know.
Hello takingbackmytown, I just want you to know that Rich Hildreth has nothing to do with any of this. I volunteered at the city and I have a neighbor that also volunteered. We are disgusted with his methods of dealing with people and situations. If he had followed protocol in the hiring methods the positions would all be filled and the City would not be in the situation of possibly losing Grant monies, food programs, and don't forget INSURANCE to keep the city able to work and employ the people that provide the services the CITIZENS need on a daily basis. All he (the Mayor) had to do was follow his own campaign verbage and honor, respect, and dicipline. Government of the People, by the People, for the People. He does not care what the people want he does what he wants. Come on Someone please tell me where the CORRUPTION was.
@wvoguy Hildreth = corruption. Enough said.
@wvoguy - I have asked the same questions on numerous occassion. Where is/was the corruption? The closest anyone comes to corruption is the credit card issue. No one has any specifics.
taking: Hildreth has nothing to do with the fact that Sun doesn't know what he is doing, nor has listen to the Attorney he hired, or Municipal Research, or Association of Washington Cities. These resources are at his beckon call. They are all neutral. All these problems are Sun's doings.
The only thing Mayor Sun did right is fire Calkins, because he was insubordinate. I only hope he can make it stick. Also, he is the one employee that even came close to the wage Sun is upset about.
@bubba48 Even hildreth had a decent learn on the job experience. Most elected officials take the first year to the first term of their office learning the job. Cy is getting close to finishing up his first year but from day one not a single city council member, hildreth him self or his supporters have given him a chance. looks like you can be counted among them too bubba.
Kevin,
I really think that Mr. Sun needs to listen to advice of the neutal resources mentioned by Bubba.Â
I have attended many meetings since January. The first meeting (Day 1) councilmember Guier sat beside him and guided him through each step of the meeting. Cy did not even know enough to call for the pledge of allegiance. She carefully guided him through that meeting. I call that council support. Each meeting Cy has had to rely on a council member to tell him how to run the meeting.  Recently they have had to write out the words to say and let him read them. I call that support of the council.
Â
The council does not necessarily support his ideas. But that is part of leadership. Mr. Sun needs to be able to work with others. His method to date has been stubborn dictatorship. Nobody likes, or is willing, to work with some like that.
@pnwstguy Amazing it's like you are describing the entire Pacific city council. Oh, you are.
@Kevin Cline @bubba48 Many council members were on commissions prior to being on Council. AWC offers classes every year for new elected officials. Sometimes, before running for office people attend meeting regularly to understand the process. It is also a two way street. People can offer assistance, but the newby also has an obligation to ask for help. My recollection of the youtube video shows Ms. Guier helping Mayor Sun thru the process.
wvoguy - The question was not addressed to you specifically, but anyone that knows. If Mayor Sun truly believes there was corruption, why did he wait 6+ months to bring in an outside agency to investigate? Why not bring someone in on day one?Â
@Fast Eddy 98047 Day one. Really? I'd like to see you go into an upper level management position and address your suspicions from day one. Seriously, you are wacked. Day one. Right. It takes time to find the office dude.
As i said before Mayor Cy Sun said what he was going to do if he was elected the people voted him into office and he is now doing exactly what he said he was going to do. Hildreth is stirring all this other bs up he is pissed he got beat by a write in, cant he get a clue, the people spoke they dont want him and to all you that do, we voted, majority wins!!
Fast, I do not know what you mean by "Why did he wait 6+ months?" He who? Please be as specific as possible so there is not any confusion. These are serious times, I feel like I'm back in the 1960's.
wvoguy - That sounds like it might be election fraud. Has King County investigated that? If he was so sure there was corruption at City Hall, why did he not have King County or the State come in on day one? Why did he wait 6+ months?
@Fast Eddy 98047 Election fraud? Do you have a brain? You have to get in office, find your seat, turn on the lights, and etc. If it were election fraud to claim corruption and wrongdoing we wouldn't have any elected officials. They all get in believing what they believe and they are entitled to speak of this in their election materials. In Mayor Sun's case he just happens to be right. Oh but you are the type that is still wanting Obahma's birth certificate lol
@Fast Eddy 98047 Election fraud. Are you kidding. Candidates running for office always have there reasons and that's not election fraud. Give the guy time. He's already brought in a state auditor who found 10.9 million unaccounted for under Hildreth's administration. The auditor suggested they give the treasurer time to investigate - times up.
Your welcome bubba48. Fast Eddy 98047, I know hes 82 but does he? His  "Washington State Declaration of Write-in Candidacy " form that he filled out and signed shows his birth date as Jan 26,1940and that is why I asked if he knew how old he was. Unfortunately I cannot post the copy of the document that I received from the King County Elections Committee but here is their email address.
operations.election@kingcounty.gov
@wvoguy Ummm... 1940 would make him only 72. If he is really 82, then his declaration is perjured, and maybe his election is in fact invalid? Interesting thought...
@JLS1950  @wvoguy OR IT COULD BE A TYPO. JEEZ THAT'S THE BEST YOU GOT. RIDICULOUS
JLS1950 WVoyguy   And if he was born in 1940 he was only 10 or 11during the Korean war where he won medals. Must have been a brave little guy!
The people in Pacific forgot the old saying "Be careful what you wish for,,, you might get ait!!!
Â
Thank you wvoguy, there is more. A newly elected official receives information to attend meetings that will help them know what they can and cannot do in their position. There are state laws and City codes that guide your job. These laws are to protect themselves and the City from being sued. There is a process for everything. Especially for hiring and firing employees of the City. The Mayor violated this process by not attending meetings or not allowing due process. These codes are put in place by citizens volunteering time and council members, after many open meetings. They have to blend our Codes with what the State laws allow us the do. We as a City have to follow State and County (King & Pierce) laws.
If Mayor Sun did go to any of the meetings for newly elected officials, he shows no regard for anything he was told. There are two very good sources for information to help public officials, they are the Association of Washington Cities and Municipal Research.. Not to mention the City Attorney.
Mayor Sun is taking much of his information from former Mayor Erickson and two other business owners. These men are seen in the video when the Mayor staged his arrest, notice how he quickly put his own hands behind his back. He knew he was not allowed in that office by the King County Sheriff's investigation of himself.
He finally held a meeting to let everyone know his plan, but only two council persons could attend because he did not advertise it properly. He should have done this so all members of the council could attend and it should have been done back in January or February. We have an auditorium that will hold a larger number of people instead of crowding the council chambers and into the hall.
He has a long road back to where he could have been if he had started out right to begin with. I believe it can be done, but he has to stop being a bull dog. Start working with the Council to make changes to City Codes that will allow the position to be filled the way he wants.
I don't want out sourcing to be a permanent solution.
By the way, Sun never came to my house, a business owner backing him did.
Â
"Mayor" is sounding more and more like a typical backwoods Tea Party wannabe: he thinks he knows all things and has no need of confusing facts...
Kevin - Mayor Sun's campaign letter states Roger Smith lives in Chehalis. Mr. Smith lives in Auburn. So that was not a truthful statement. He also states that Mr. Smith is paid transit time for 3 hours to and from Chehalis. Another false statement (see above).
Mayor Sun stated Mr. Bennett was paid $130,000 salary. Salaries of all employees are public record. Mr. Bennett's compensation was less than $90,000. I could go on, but all of these are easily verifiable. I am sure you know which of his campaign statements are true and which are false.Â
@Fast Eddy 98047 if you are in fact correct is it possible he just had his facts wrong or are you sure he purposefully gave out incorrect information. To me there has to be intent to be dishonest...what do you think?
@Kevin Cline - It goes to integrity. Each of the points I made was easy to find out the truth about. If someone told him these things and he believed them, he failed to perform due dilligence. If he didn't care if they were true, than that is lacking integrity. Can someone like that be trusted?
what a waste of oxygen this guy....way to go everyone who voted him in, useless. Should have voted someone in who had knowledge of the actual inner workings of the city and someone who could actually be trustworthy & honest and someone people met before the election!Â
@thisisme17 Your comments show either you don't live in pacific or you really have no clue what is going on. Cy Sun literally knocked on every door in this city in his write in campaign efforts. the fact he was successful shows that people did get to know him and preferred him over Richard Hildreth and John Jones.
Â
Knowledge of the inner workings of the city and trustworthy and honest? Cy Sun has kept his word time and time again and that is why the press, city employees, the city council and Richard Hildreth supporters are trying to crucify him. Also HE IS HONEST AND TRUST WORTHY and i challenge you to show me where i am wrong. As far as knowing about the inner workings of the city: Hildreth would probably be considered quite knowledgeable on inner city workings and all he did why he was in office was pad his resume and balance the budget which he is legally required to do.
Â
Sure things were calm while he was here but that is what you get in status quo ville. Sometimes calm isn't the best and its when you challenge the old guard that things start getting riled up and that is exactly what is happening. There is no way he could keep his promises, change things and not stir things up. Now that things are stirred up, the press, city council, ex mayor, his supporters, and city employees are trying to paint this drastic picture where Cy is the loon for daring to challenge old thinking and he alone is ruining are wonderful city. Sorry folks. Pacific wasn't fine before he got here but it could be fine now if the city council and others where willing to work with and support our elected mayor. at least throw the guy a bone.
Â
And all you people who scream he is unqualified....Hildreth was an electrician before he served his stepping stone term on the city council. Cy Sun is a veteran as well as a war hero. he built a farm from the ground up and has employed people before. He also has management and accounting experience in his background. Cy sun may be old, hard of hearing, less than desirable people skills who cant make a speech to save his life but don't assume what you dont know. Elected experience can be over rated and many other qualifications can be easily over looked. For me its: can he/she get things done and stick to principles and Cy is those things but it would of course be easier if he had some friendly voices on the city council.
wvoguy - Mayor Sun is 82. The records indicate that he was a sargeant during the Korean War.  He would have been in his early 20's at the time. There is info at military times: http://militarytimes.com/citations-medals-awards/recipient.php?recipientid=54141
Â
@Fast Eddy 98047 Master Sargent- and thank you for posting the link
Lets Get It Correct
Â
Cy Sun brought all this on himself by registering to run for the position of Mayor of the City of Pacific WA using an alias instead of his real name. Why did he do that?He announced that he had won metals in the Korean conflict 25 June 1950 â 27 July 1953 (http://www.archives.gov/education/lessons/korean-conflict/)If you tried to research his metals using the name he used on the Washington State Declaration of Write-in Candidacy âCy Sunâ born on Jan 26, 1940 you would find nothing, nada, zip, Zero. The Veterans Administration stated that person does not exist in our data base. Notice that he would have been 10 or 11 years old at the time of the Korean conflict, how can that be? He could not have served in the United States Army at the age of 10 or 11. Does he know when he was born?So if you could not find anything about Cy Sunâs metals or military service he must be a fake. His name is Herbert Chang Young Sun, or is it Cyrus Masanobu, another name he uses when it is convenient for him.In Sunâs âCampaign Memoâ he states that there was âCollusion and Corruptionâ in City Hall. Please Please Please take the time to look up âCorruptionâ in the dictionary or on the computer. The Salaries that people accept when they take a job offer is not âCorruptionâ!Please tell us what was corrupt. What is corrupt is Cy Sun not registering his 5 vehicles in the State of Washington. What is corrupt is Cy Sun not following the law when hiring staff there is a procedure that is followed which includes posting the position, vetting the individual thru the State Patrol, and getting them approved by the City Council. What is corrupt is Cy Sun not allowing the Union Reps to speak on behalf of their clients. Can you say National Labor Relation Board?
Ok that is enough for this rant, you people need to start doing your own due diligence and put fingers to work and start finding out information on your own. Your not children being spoon fed anymore.

I would like to know more about this. I really don't know much. But this "article", this supposed news article which is really a poorly written editorial with typos, hastily written by someone with no investigative ability tells me nothing except the author's opinion. This isn't news, it's an attack on Mayor Cy.
Â
This article takes KOMO poor writing to a whole new level of badness. D-. Show us some facts, check your spelling and grammar, and ditch the editorial comments, starting with the title. If it turns out that Mayor Cy has any credibility at all, this article is libel.
First, it IS an opinion piece, so Ken Schramm gets to editorialize all he wants. Second, Ken didn't "write" the piece we read on the web site. He taped it for broadcast. The copy we read is typed in by a low-paid or no-paid intern who obviously wasn't hired for typing skills.
@Bellevue Scott this is not a news article or an investigative piece... IT'S A SCHRAMMIE!! For those with a brain cell or two still left it IS an opinion piece, Schram's opinion of who he thinks needs to be called out for their own behavior. "Article"??!!?! Please do try to keep up.
And BTW, forget the spelling and grammar stuff, it's been done to death... and some of your OWN "badness" is showing as well.
@B747-8i  @Bellevue Scott SCHRAMMIE IS AN IDIOT. HE COULDN'T EVEN GET THE POPULATION OF OUR TOWN RIGHT AND HE THINKS THE CHIEF AND PUBLIC SAFETY DIRECTOR ARE TWO DIFFERENT POSITONS. SCHRAMMIE NEEDS TO DO HIS HOMEWORK BEFORE HE SPOUTS HIS UNINFORMED OPINION
It looks like a 'Schrammie' is the least of Mr. Suns problems now. My heart goes out to his victim.
@StacyK There is and never was a victim. But, you already know that. That woman was paid to allow that ridiculous filing and it was all for show. Everyone knew what you guys were trying to do and it didn't work. It never will.
@StacyK Are you serious? are you really that gullible?
@StacyK This allegedly happened in the 1960s and she just NOW brings her case.  I work in the legal field - something is not right with this lawsuit and the timing is not coincidental.  This case will be dismissed thrown out soon because it is past the statute of limitations.
@ScaredinPacific  @StacyK Sadly scared, with the way our liberal state statues work there really is no statue of limitations so any one can bring a claim decades later and potentially ruin some ones lifem usually a guys life...
@Kevin Cline  @Middle Ground Well, Kevin there was no need as it was all a set up. The DQ harpy and her minions paid this woman to make this allegation and allow an attorney they hired to file them all for the sole purpose of trying to get the mayor to resign.Â
@Middle Ground  @Kevin Cline Yep MURDER has no statue of limitations. But, it might as well have. Since convicted murdering hunting knife slasher/ wife killer current counilmember (and Hildreth buddy) Gary Hulsey only served 8 out of a 20 year sentence. What a sweet deal for Gary Hulsey. Then he goes on to get busted patronizing prostitutes to bring whatever yuck disease back home to the old woman. But it's all okay according to Hulsey's wife and the current city council because the murderer SEEMS LIKE A NICE GUY NOW. I'm sure his newlywed dead wife thought the same thing on their wedding night only to be gutted like an Elk a few weeks later.Â
@Middle Ground i could have put what i said better. if a person can show that they just started having effects from alleged molestation, then there is no statue of limitations
@Kevin Cline Sorry but you're wrong. There are very clear statutes of limitations both in civil and in criminal claims. Only murder that I know of has no limitation in Washington.
@StacyK Are you kidding or just stupid? Sorry, sometimes it's hard to tell the distinction between satire and idiocy.
@StacyK Alleged victim. At least she wasn't gutted by her loving husband.
YAAARRRRR, Hoist the Jolly Roger! Let's splice the mainbrace and weigh anchor, set sail for pacific and loot and plunder Mr. Christian!!!!!!
