Can off-duty officers pull you over?

Yes. They sure can! The Washington State Patrol and other jurisdictions tell me that it doesn’t happen very often and they don’t encourage their officers to do it. But, if they are out and they see some potentially life-threatening driving or activities on the road, the will and can stop drivers. And, they can leave that person with a ticket, even though they are “off the clock.”
