Can you still talk on your cell phone if it's on speaker phone while you are driving?

As long as it's not in your hand, yes. You are allowed to talk on your speaker phone and drive. But you can't be holding it and talking on speaker phone. That's why they call it the hand's free law. If you are caught doing that, you could still be eligible for a ticket.
