Do bikes or people have the right of way on sidewalks?

It’s the great debate. Who yields to whom? According to sidewalk rules, walkers and runners have the right of way on sidewalks. However, they can move out of the way. Bikers are supposed to warn pedestrians with a bell or a horn that they are approaching from behind. Pedestrians are then supposed to be courteous and give them room to pass safely.
