I asked my friends at the Washington State Patrol. They told me yes. You can get a ticket for not turning your high beams off and there is a car coming. If there's a car coming at you, the law says you need to dim your high beams within 500 feet of you.

If you are coming up on a car from behind, you need to dim your lights within 300 feet. It’s a safety thing. The problem is temporary blindness. A ticket for not following this could run $124.
