Are people allowed to ride in the bed of pick up trucks legally?

First of all, if you have room inside the cab, have everyone ride inside. Riding in the bed can be really dangerous. But, Washington law says if you have more people than seat belts, if all the seat belts are being used, then it is legal for people to be in the back of the truck as long as everyone is 16 and older. Children under 16 have to be in a restraint.
