At 1:26 PM on Sunday 10 October the Police made an arrest at the 7/11 on Sand Point Way NE across the street from the entrance to Magnuson Park...

They are guilty of nothing, yet. You are innocent until proven guilty remember. However, police don't require guilt to arrest someone. They only require "probable cause" (aka, is it more likely then not the suspect is involved).
