Car Crash or End of Car Chase

At 3:10 a.m. I was working on an appeal brief in a case and I heard a bone jarring crash outside at 50th and 22nd Avenue NE in Seattle. I thought someone might need medical assistance so I quickly went to the walkway and this is what I saw. Two cars had crashed head-on. There were two police cars a few yards to the South and one police car to the North about 100 feet which was joined by a fourth a few seconds later. There were several groups of cops including a group to the lower left searching the bushes. Toward the end of the video you hear one then the second load shotgun shell into their shotguns. Was this the end of a chase or just a car crash? The horn that is blarring is from one of the cars. You can use this video but keep my name confidential.
