Bellevue Parking Enforcement; too much?

Does Bellevue Parking Enforcement have too much to do; or just too much?

Heading north on 116th, one may occasionally look out the passenger side window to see a neighboring driver talking on his or her cellphone, interacting with the onboard computer, and attempting to follow the rules of the road.

Some intital thoughts may be:
1. That's a nice new hybrid SUV.
2. Criminal cage in back; why isnt a segway sufficient for parking enforcement?
3. On phone while driving; not using a handsfree device?
4. Looking at a laptop while on the phone driving?

I don’t know all the circumstances around this photo but it looks like the Bellevue Parking Enforcement may have more toys than they know what to do with responsibly.

Bellevue: the only city in the state that has the regular police, traffic police, and parking police - each with their own set of vehicles. Imagine the money we would save if all three were consolidated.

BPP does patrol and respond to complaints of cars improperly parked in spaces reserved for disabled. Or cars blocking sidewalks or other egress.
