Its an M4, the same thing the military uses, and it has a magazine in it telling me that the rifle is loaded and ready to fire. Why would they carry a rifle with an empty magazine? There is also no mechanism on the rifle to render it useless.

One picture doesn't say a thing, unless it is very detailed. From the picture shown, I can't even tell what sort of weapon it is. The polide are taught to disable their long guns, such as unscrewing the plug on a shotgun. This makes it worthless.
