I was driving to work when I saw this phenomenon. I saw a big light source just up above. I thought It was photo radar. Then I realized it was the electrical power lines. I pulled out my iphone and snapped a few pictures before my car passing the location. If you look at the pictures you can see the wet tree branch touches the hot power line causing the power to be shorted out.
