I would guess someone in front of him hit their brakes and he slammed on his and jackknifed in the process....if this is local when first rain in weeks the roads tend to gets all that oil on top very slippery

This is common in Portland, people take the curves on the ramps too fast and when there is a small amount of water on the road people slide into the wall, instead causes jackknives in tractor-trailers, good thing it wasn't 3 trailers.
